Broadband Availability Map means the statewide map that identifies whether and at which speeds a Communications Service Provider Facilitated Broadband in a particular Census Block as of the As of Date and whether a Census Block is an Eligible Service Area to receive incentives under this Program. The Broadband Availability Map was published at: https://ocio.iowa.gov/broadband-availability-map-version-4.Note: For purposes of this NOFA, whether a Census Block constitutes a Targeted Service Area (“TSA”) as defined in Iowa Code Chapter 8B.1(13) does NOT impact the eligibility of the Census Block to receive or utilize incentives available through this NOFA. To comply with CSLFRF guidelines, which establish that areas without wireline 25/3 service are eligible under the CSLFRF program, the Office has identified on the Broadband Availability Map those Census Blocks within which no provider reported facilitating wireline 25/3 service or faster as of the As of Date. These Eligible Service Areas differ from Targeted Service Areas as defined in Iowa Code Chapter 8B.1(13) which are established based upon the presence of wireline and wireless service. Thus, Census Blocks that appear as Tier 2 TSAs, Tier 3 TSAs, or non-TSAs on the Broadband Availability may appear as Eligible Service Areas under this NOFA because no provider reported to the Office that it facilitated 25/3 or faster wireline service in the Census Block. Eligible Service Areas will be identified as an additional layer on the Broadband Availability Map. This layer will be made available for Applicants to enable and view on October 14, 2021. (See Exhibit K Project Selection and Data Export/Import Instructions for more information regarding how to identify Eligible Service Areas for this NOFA on the Broadband Availability Map).
