English Learners definition

English Learners means any student in preschool, kindergarten or any of grades 1 through 12, whose home language background is a language other than English and whose proficiency in speaking, reading, writing, or understanding English is not yet sufficient to provide the student with:

English Learners or “ELs” refers to students who have been determined to be Limited English Proficient (“LEP”) or Non-English Proficient and thus require language assistance services “to overcome language barriers that impede [their] equal participation in … instructional programs,” as required by 20 U.S.C. § 1703(f).

English Learners means students with limited English proficiency and who meet the definition of English Learner as that term is defined by the Department rules and regulations.
