English Learners. The School shall provide services to students who are English Learners in compliance with all applicable federal and state laws, regulations, rules, court orders, policies, procedures, and guidance, to ensure linguistic accessibility to the School's educational program. Should the HIDOE continue to provide the Commission funding to administer this technical assistance, the Commission shall provide the School such technical assistance. The School shall also assist Immigrant Children and Youth, as defined in Section 3301(6), Title III, Elementary and Secondary Education Act, in meeting the State academic content and student academic achievement standards that all public school students are expected to meet.

The Charter School shall address the needs of EL students pursuant to applicable federal and state laws and regulations (including Title III of the Every Student Succeeds Act (ESSA) and Title VI of the Civil Rights Act of 1964 (Title VI)). The Charter School agrees to maintain and consistently implement a policy to identify students in need of EL services, to provide services in an equitable manner to ensure meaningful access to the school’s educational program (including the provision of appropriate accommodations), and to facilitate obtaining English proficiency and exit from EL services according to individual student capacity. In addition, the Charter School shall ensure that Limited English Proficiency (LEP) parents and guardians have meaningful access to school-related information.

The School shall at all times comply with all applicable laws governing the education of English learners including, but not limited to, the Elementary and Secondary Education Act (ESEA), Title VI of the Civil Rights Act of 1964, the Equal Educational Opportunities Act of 1974 (EEOA), and subsequent federal laws. The Charter School is committed to the success of its English Learners and support will be offered both within academic classes and in supplemental settings for students who need additional support for English language learning. The Charter School will meet all applicable legal requirements for English Learners as they pertain to annual notification to parents, student identification, placement, program options, and the charter content instruction, teacher qualifications and training, reclassification to fluent English proficient status, monitoring and evaluating program effectiveness, and standardized testing requirements. The Charter School will implement policies to assure proper placement, evaluation, and communication regarding English Learners and the rights of students and parents. The purpose of this memorandum is to inform and to remind parents and legal guardians of all students in the Springs Charter Schools of their responsibilities for keeping firearms out of the hands of children as required by California law. Across the country, there have been many news reports of children bringing firearms to school. In many instances, the child obtained the firearm(s) from their home. These incidents can be easily prevented by storing firearms in a safe and secure manner, including keeping them locked up when not in use and storing them separately from ammunition. To help everyone understand their legal responsibilities, this notice spells out California law regarding the storage of firearms. Please take some time to review this notice and evaluate your own personal practices to assure that you and your family are in compliance with California law.
English Learners. (CDE) English language learners is an estimate based upon the percentage of kindergartners that are designated as English Language Learners upon school entry (36%). This percentage was obtained from DataQuest, the California Department of Education Reporting System on 10/5/11. Data for “Statewide English Learners by language and grade” and “Statewide enrollment by grade” for 2009-10 was used to calculate the percentage of kindergartners that were designated English Language Learners. The total number of 0-4 year old California children (2,745,856) was multiplied by .36 to obtain the estimated number of English learners.
English Learners. Charter School will provide a program for English Learners that is designed to overcome language barriers and provide access to the core curriculum through both Designated and Integrated English Language Development (ELD). School will develop an EL Plan that will include how and when the ELD standards will be taught; and how and when the English Language Proficiency Assessments for California (ELPAC) will be administered in accordance with State and federal law.
