If the ICANN Board of Directors reasonably determines that a Rejected Amendment falls within the subject matter categories set forth in Section 1.2 of Specification 1, the ICANN Board of Directors may adopt a resolution (the date such resolution is adopted is referred to herein as the “Resolution Adoption Date”) requesting an Issue Report (as such term is defined in ICANN’s Bylaws) by the Generic Names Supporting Organization (the “GNSO”) regarding the substance of such Rejected Amendment.
The Staff Manager should forward the Final Issue Report, along with any summary and analysis of the public comments received, to the Chair of the GNSO Council for consideration for initiation of a PDP.
The reports 13 required by NMFS are the Sector Manager ACE Status Report, Sector Manager Detailed Report, and 14 Sector Manager Trip Issue Report as codified in §648.87(b)(1)(vi)(B).
The Members acknowledge that the Sector Manager must include 6 any enforcement or reporting compliance issues, including violations of Operations Plan 7 (excluding those sections identified as administrative provisions in this document as 8 identified in Exhibit F); violations of regulations, or general problems with monitoring or 9 sectors operations in their Trip Issue Report which is submitted to NMFS weekly.
Any motion to suspend further consideration of the Final Issue Report shall fail if the votes in favor of continuing consideration of the Final Issue Report is sufficient to initiate a PDP under Article X Section 9.b or 9.c of the Bylaws, as appropriate.
Any public comment period on items other than the Issue Report and Initial Report shall be for a minimum of 21 days.
The summary and analysis and the Final Issue Report are expected to be delivered to the Chair of the GNSO Council within 30 days of the closing of the public comment forum, though the Staff Manager may request an extension of that 30-day time for delivery.
The Staff Manager is responsible for drafting a summary and analysis of the public comments received on the Issue Report and producing a Final Issue Report based upon the comments received.
The GNSO Council is expected to use this procedure sparingly, and should generally endeavour to vote on the initiation of a PDP within 90 calendar days of the receipt of the Final Issue Report.
The Issue Resolution Process must be carried out in a timely manner, starting with an Issue Report, prepared by the Party which invoked the process, setting out: name of the originator; date the issue was first raised; description of the issue (including any relevant evidence and history of similar problems); the implications of the issue, its severity and the degree of urgency; an estimate of the current and potential cost of the issue; and work being undertaken to resolve the issue.
