Marginal land definition
Marginal land means the land owned or controlled by the city adjacent to the shoreline and not flooded by the waters of the lake, which land is leased to the LLCD by virtue of a certain Lease Agreement and also which contains Surplus Parcels available for sublease to LLCD landowners;
