Local Context: Transport solutions improved: While the condition of roads within East Ayrshire has remained fairly consistent over recent years, they are still 6% poorer than the Scottish average. The Council’s Roads and Transportation Service has been allocated an investment programme of £45.64 million over the next 10 year period to reflect the challenges of meeting the current and backlog maintenance of the road and bridge infrastructure, improving road safety, improving the A70 and A71 strategic routes and mitigating flooding. In particular, over the next 10 years, £21 million of the investment programme has been allocated for carriageway structural maintenance to improve the condition of the road network, with a three year rolling programme being brought forward to address the worst areas. Planned maintenance programmes will also be carried out to assist in improving the situation. Public accessibility issues are given high priority within the Council. Since 2004/05, the number of public service buildings that are suitable and accessible to people with a disability has improved from 26.6 % to 66% at March 2010. Much of East Ayrshire is rural, and transport difficulties can make it harder for people to access jobs and a full range of activities and services. Sustainable and affordable housing: To ensure planned provision of sustainable housing across East Ayrshire, a Strategic Housing Investment Plan was prepared; submitted to Scottish Government in November 2009 and subsequently approved. Considerable progress has been achieved in the construction of quality, affordable housing; however, the degree to which this can be supplied by the private sector in the future is an issue for further consideration.
