Newly invalid means that an object was previously valid or not_found, but a ROA update has changed the status to invalid. At the time this happens, the email is sent. If the status returns to valid or not_found, no email is sent. If it then returns to invalid, a new email is sent.

Newly collected means collected after the date of adoption of the implementing rule by the Commission. (note: that is before the date of entry into force).
