Application in Promotions, Transfers, Etc. In making promotions, transfers, demotions and in effecting layoffs and rehirings, the skill, knowledge and ability of the employee concerned shall be the primary consideration, and where such qualifications are equal, the length of service shall be the determining factor. The Employer agrees that the decisions of the Departmental Heads in regard to such matters shall be subject to regular grievance procedure.
