Approving Individual Improvement Plans. A Joint Panel member shall abstain from participating in a discussion or voting on any matters in which s/he has a professional or personal conflict of interest. A Joint Panel member who is unable to perform his/her duties because of extended absences must submit his/her resignation. The vacated position shall be filled as described in number one (1) above.
