ATTENDANCE OF DIRECTORS AT ROLL CALLS OR OTHER DEPARTMENT MEETINGS. A. Any League Director wishing to address Unit employees at a roll call or other Department meeting shall obtain approval from the concerned division commanding officer either directly, via the on-duty watch commander, or through RACR Division. If the request is not approved, the Director may appeal the decision to the Employee Relations Administrator, whose decision shall be final. Although Management is under no obligation to approve requests by Directors to address on-duty employees, reasonable efforts should be made to honor such requests. Violation of this Article by a Director may constitute an Unfair Employee Relations Practice pursuant to Los Angeles Administrative Code §4.860(b)(3). Exception: This Article shall not apply to any Director who is attending department-mandated training, during meetings with management to discuss or resolve mutual problems relating to employer-employee relations, or other meetings of a similar nature.
