Civil & Public Health Emergency Conditions. If at any time, in the sole discretion of the City, it is determined that civil or public health emergency conditions exist, including but not limited to civil disorders, strikes, tornado conditions, floods, infectious disease outbreaks, or other similar catastrophes, the provisions of this Agreement may be suspended by the City during the time of the declared emergency, provided that wage and monetary fringe benefits shall not be suspended. The City shall make reasonable efforts to return to normal operations as soon as possible after the civil emergency or public health emergency is declared to be over by the City.
