CIVIL SERVICE RULES. Prior to implementing any modification(s) to the CSRs, the APCD shall notify SBCAPCDEA of any such change(s) and provide an opportunity to meet and confer. Any required negotiations regarding the proposed rule change(s) shall be concluded prior to presenting such change(s) to the APCD Board for its determination.
