Comprehensive Plans. The Secretary of the Army, acting through the Chief of Engineers, is authorized to co- operate with any State in the preparation of comprehensive plans for the development, uti- lization, and conservation of the water and re- lated resources of drainage basins, watersheds, or ecosystems located within the boundaries of such State and to submit to Congress re- ports and recommendations with respect to appropriate Federal participation in carrying out such plans.

Comprehensive Plans. The Parties agree to update their respective Comprehensive Plans, and related plans, to reflect the provisions of this agreement within 5 years.

Comprehensive Plans. The City Sewer System currently is described in the General Comprehensive Plan for a system of sewers for the City, approved by the City Council. The parties agree that the transfer of the City Sewer System and attendant responsibilities to the PUD’s sewer system will be compatible both to the PUD’s and the City’s Comprehensive Planning Program documents and will enhance both service to their residents and effectiveness of their planning activities. The City will amend their Comprehensive Plan to indicate that all wastewater services in the future will be the responsibility of and be provided by the PUD so that the PUD will adopt a general sewer plan of its own which is similar to, if not identical to, the current City sewer plan in place. When the Comprehensive Plans are amended, the Parties agree to cooperate with each other in good faith, looking to the public interest in order to realize the greatest good for the public they serve.
Comprehensive Plans. The Parties hereby agree that School Concurrency shall be measured and applied on a less than district-wide basis using School Concurrency Service Areas (SCSA). The SCSAs for elementary, middle and high schools are provided as Appendix “A” of this Agreement.

Comprehensive Plans. Section 10(a)(2)(A)8 of the FPA requires the Commission to consider the extent to which a project is consistent with federal or state comprehensive plans for improving, developing, or conserving waterways affected by the project.9 Staff reviewed eight comprehensive plans that have been filed by federal and state agencies involving Colorado and the Yampa River. Of these, the only one that was found to be relevant to the Stagecoach Project was the U.S. Department of the Interior, Fish and Wildlife Service’s Final Recovery Implementation Program for Endangered Fish Species in the Upper Colorado Basin, dated September 29, 1982. The Commission has completed consultation under Section 7 of the Endangered Species Act regarding effects of the licensee’s proposal to federally-listed fishes in the Upper Colorado Basin, as discussed earlier in this order. Therefore, no conflicts under Section 10(a)(2)(A) of the FPA were found.
