Planning Activities. Planning includes all activities associated with NEPA/CEQA compliance, permitting actions, design data collectio n, conceptual designs, final designs, specification preparation, real estate acquisition, public involvement, quality control, and procurement processes leading to construction.

Planning Activities. All changes that require the support or administration of the system by Global Registry resources must be coordinated and planned with sufficient notice to Global Registry Operations. Sufficient notice is defined in Table Two below. Sufficient notice for issues not captured in Table Two will be determined by the Data Pool and Global Registry at the time of request. If the parties are unable to agree upon a timeframe the issue will be escalated to the GS1 GDSN Board of Directors for resolution. Planning Activities a. SPP shall engage in such planning activities, in coordination with Member, as are necessary to fulfill its obligations under this Agreement, SPP Criteria and the OATT. Such planning shall conform to applicable reliability requirements of SPP, NERC, Transmission Owner’s specific reliability requirements and operating guidelines (to the extent these are not inconsistent with other requirements), and all applicable requirements of federal or state regulatory authorities. Such planning shall seek to minimize costs, consistent with the reliability and other requirements set forth in this Agreement. The division of responsibility for planning between Member and SPP is set forth in the SPP Criteria. b. As part of its planning activities, SPP shall be responsible for planning, and for directing or arranging, necessary transmission expansions, additions, and upgrades that will enable it to provide efficient, reliable and non-discriminatory transmission service and to coordinate such efforts with the appropriate state authorities.

COW will carry out annual air quality modeling in order to1: • Develop a modeling platform with a more recent (2016 or later) emission inventory and higher spatial resolution of 4 km that can provide a more detailed simulation of the chemistry of ozone formation and of ozone transport than the previous modeling; • Evaluate year-to-year changes in ozone due to changes in ozone precursor emissions in Wichita and the surrounding region; • Perform source apportionment for receptors including Sedgwick, Health Department, Xxxx, and Cedar Bluff to evaluate ozone contributions from Oklahoma City, Tulsa, Dallas, Houston, San Antonio, West Texas, Louisiana, New Mexico, and rest of Kansas; • Evaluate Wichita’s potential transport impacts on downwind receptors including the following sites: Heritage Park, NCore/JFK, KNI Topeka, and Leavenworth; • Evaluate Wichita’s potential transport impacts on other areas including the rest of Kansas, Kansas City, Topeka, Lincoln, Omaha, Denver, St. Louis, Des Moines, and Minneapolis; and • Perform sensitivity analysis of potential emission reduction projects. • COW will utilize a Decision Support Tool (DST), created in 2018, to complete emission reduction projects at the City, in-partnership with regional stakeholders and the State. • COW will assess projects, programs, and policies on their environmental sustainability using developed matrix and criteria 1 Modeling will be performed as City of Wichita resources allow. • COW will work with local and regional stakeholders to review and implement ozone-forming emission reduction strategies listed in current and future workplans. • COW will attend and participate in committees and other group meetings to develop, discuss, review and revise priorities, plans and strategies (both regulatory and voluntary) for improving air quality. Groups may include, but are not limited to, Wichita Area Metropolitan Planning Organization and National Association of Clean Air Agencies. o COW will be advised by the Wichita Sustainability Integration Board, created 2021 B. Planning Activities. ATSI shall plan the Transmission System in order to provide all Transmission Customers with efficient, reliable, and non-discriminatory transmission service under the Transmission Tariff. Such planning shall conform to applicable reliability requirements of the North American Electric Reliability Council (NERC), applicable regional reliability councils, or any successor organizations, and all applicable requirements of federal or state laws or Regulatory Authorities and any reliability procedures or guidelines adopted by ATSI. Such planning shall seek to minimize costs for both ATSI and Transmission Customers, consistent with Good Utility Practice and the reliability and other requirements set forth in this Agreement, but shall also include consideration of economic Transmission System expansion, whether by construction or acquisition of new Transmission Facilities. ATSI shall plan the Transmission System as provided in Appendix A to this Agreement.

Planning Activities. Conduct preliminary efforts related to Basin-wide planning for SGMA implementation and GSP development. Subtasks to accomplish this work may include, but are not limited to: (1) GSA coordination; (2) Working Group and Technical Advisory Committee (TAC) formation and coordination; (3) Development of Framework Agreement; (4) Preliminary Basin Setting Field Studies (including a Geoelectrical Soundings Study and Historical Flows Study of the Cosumnes River); (5) Modeling Efforts planning; (6) Website development; (7) Initial Working Group and TAC monthly meetings (i.e., up to the starting date of the GSP Development Project); and (8) Hiring of technical consultant for initial SGMA planning efforts.
