COST OF LIVING ALLOWANCE. 29:01 All employees within the Bargaining Unit shall be paid a cost of living allowance based on the cost of living formula as set forth below: The cost of living allowance will be determined in accordance with changes in the Consumer Price Index, published by Statistics Canada (1961 = 100) and hereinafter referred to as the Consumer Price Index. The base Consumer Price Index shall be the Consumer Price Index for February 2016. The Union believes it is the duty of the Employer to manage the Sick Leave Plan and the Union's duty to represent their members eligible to receive sick pay to the best of their ability. To assist the Employer with their concern over the use of the Plan and to protect the interest of the members against any possible erosion of the existing Plan, the Union agrees to counsel all employees by letter and by presentations at general meetings on the need for regular attendance. Further, the Union will encourage members, whenever possible, to schedule appointments after their shift has concluded or as near to the end of their shift as possible.

In computing overtime pay, provided, however, that in no event will a decline in the Consumer Price Index below the figure as recorded for February, 2016, minus 2.5 points provide a basis for further reduction in the straight time rates set forth in Schedule "A" of the within Agreement. The amount of cost of living allowance shall be included in computing overtime military makeup pay except that there shall be no pyramiding as stated in clause 19:06 of the within Agreement. As of June 30, 2016, the cost of living rate adjustment less Five ($0.05) Cents* will be added to the base rates set forth in Schedule "A" in order to create new base rates - said new base rates to be effective as of July 1, 2016. Upon creation of new base rates as provided in this Agreement, the preceding paragraph, a new base Consumer Price Index amount of any Cost of Living Allowance then in effect shall be established and included.
d. In the event that the Bureau of Labor Statistics does not issue the Index on or before the beginning of the pay period referred to in Paragraph (b) above, any adjustment required will be made at the beginning of the first pay period after receipt of the Index.
e. No adjustment, retroactive or otherwise, shall be made in the amount of the Cost of Living Allowance due to any revision which may later be made in the published figures for the Index for any month on the basis of which the Cost of Living has been determined.
f. The continuance of the Cost of Living Allowance as herein provided is dependent upon the continued availability of the official monthly Index in its present form and calculated on the same basis as being the currently published Revised Consumer Price Index for February 2016 minus 2.5 points. This article shall be frozen during Urban Wage Earners and Clerical Workers (1982-84 = 100) unless otherwise agreed upon by the life of the Collective Agreement and no monies will be generated or paid during the term of the Collective Agreement. *The Five ($0.05) Cents referred to was folded into the Base Hourly Wage Rates noted in Schedule “A” effective July 1, 1986. 17.04 In the event that Statistics Canada does not issue the appropriate Consumer Price Index on or before the beginning of one of the payout periods referred to in 17.03 above, any adjustments in the straight time rates set forth Cost-of- Living Allowance required by such appropriate Index shall be retroactive to the date it should have been paid.

The first (1st) cost of living adjustment shall be based on the Consumer Price Index of May, 20162004, and each three (3) months thereafter compared to the base Consumer Price Index for February 20162004. The options referred to in above are as follows: accept lay-off with rights to recall; bump a less senior bargaining unit wide employee in the event of a permanent layoff provided they are capable of performing the duties. bump an employee with lower bargaining unit wide seniority within their department and/or classification on a less preferred shift in the event of a temporary layoff provided they are capable of performing the duties. A full time food service employee on temporary lay off may bump into a maximum of two part time food service positions which they are qualified to perform, providing they do not exceed a maximum of hours per day, days per week and are provided a hour lunch break. It is understood and agreed that employees undergoing and faced with exercising options have to indicate their choice of options in order of preference which shall be granted based on overall seniority within three (3) days of receiving notice; such time may be extended. The right to bump shall include the right to bump up in terms of hourly wage rates. Joint Committee a Joint Committee to be established consisting of two; one Union and one Employer. The purpose of this committee is to deal with questions, concerns, or complaints arising from this procedure. This Committee shall not be empowered to amend the provisions of this Letter or the Collective Agreement. This Committee, while enjoying support of both parties, shall operate without prejudice to the rights of either party or the individual concerned. Any dispute regarding the foregoing or Article shall be referred to the Joint Committee and if not resolved within five (5) days may be presented as a grievance at the 4th step of the Grievance Procedure, and dealt with accordingly.

COST OF LIVING ALLOWANCE. 29:01 All employees within The current Cost of Living Allowance (COLA) of (.71) per hour will be rolled into the Bargaining Unit base rate of each respective classification, leaving a zero float. The current COLA formula will remain the same, however, any future changes in COLA shall remain suspended for the life of the renewal agreement, with the understanding that at the end of this agreement the total accumulated COLA payout will remain at zero. In addition to the wage rates of each seniority employee, and subject to the conditions and provisions set forth herein, a Cost of Living Allowance (C.O.L.A) shall be paid a cost of living allowance to each employee based on the cost following:
a) The basis for determining the amount of living formula as set forth below: The cost of living allowance will the COLA shall be determined in accordance with changes in the Consumer Price Index, Index published by Statistics Canada (1961 Total CPI – all items), 1992 = 100) and , hereinafter referred to as the Consumer Price Index. The Union believes it is the duty of the Employer to manage the Sick Leave Plan and the Union's duty to represent their members eligible to receive sick pay to the best of their ability. To assist the Employer with their concern over the use of the Plan and to protect the interest of the members against any possible erosion of the existing Planannual plant shutdown, the Union agrees to counsel all employees by letter and by presentations at general meetings they shah be observed on the need for regular attendance. Further, the Union will encourage members, whenever possible, to schedule appointments after their shift has concluded or as near to the end of their shift as possiblelast previous scheduled workday.

COST OF LIVING ALLOWANCE. 29:01 28:01 All employees within the Bargaining Unit shall be paid a cost of living allowance based on the cost of living formula as set forth below: The cost of living allowance will be determined in accordance with changes in the Consumer Price Index, published by Statistics Canada (1961 = 100) and hereinafter referred to as the Consumer Price Index. The base Consumer Price Index shall be the Consumer Price Index for February June 2013 2016. The first (1st) cost of living adjustment shall will be based on the Consumer Price Index of May, 2016, August 2012 2015 and each three (3) months thereafter compared to the base Consumer Price Index for February June 2013 2016. Cost of living adjustments shall be made on pay periods commencing 11:59 p.m. on the pays of the following dates: July 5October 15, 2016; October 11, 2013 2016; January 1715, .2014 2017; April 15, 2014 2017; and April 10, 2017each three (3) months thereafter. The cost of living rate adjustment shall be One one cent ($0.011¢) Cent per hour for each point five (.5) change in the Consumer Price Index. The cost of living allowance will be adjusted up or down if and as required for each quarterly period in accordance with the above mentioned formula, provided, provided however, that in no event will a decline in the Consumer Price Index below the figure as recorded for FebruaryJune, 2016, minus 2.5 points 2013 2016 provide a basis for further reduction in the straight time basic rates as set forth in Schedule "A" of the within Agreement. The amount of cost of living Allowance allowance in effect at any time shall be included in computing vacation pay, holiday pay, call-in pay, sick leave pay, paid leave of absence absence, and Workplace Safety Insurance Board payments.
