(a) A system may not cause a net reduction in flood storage within a 10-year floodplain except for structures elevated on pilings or traversing works. Traversing works, works or other structures shall cause no more than a one-foot increase in the 100-year flood elevation immediately upstream and no more than one tenth of a foot increase in the 100-year flood elevation 500 feet upstream. A system will not cause a net reduction in flood storage within a 10-year floodplain if compensating storage is provided outside the 10-year floodplain. (b) A system may not cause a reduction in the flood conveyance capabilities provided by a floodway except for structure elevated on pilings or traversing works.
