DBE Financial Institutions. The Department thoroughly investigates the full extent of services offered by financial institutions owned and controlled by socially and economically disadvantaged individuals in its service area and makes reasonable efforts to use these institutions. The Department encourages prime consultants to use such institutions on USDOT assisted contracts. However, use of DBE financial institutions will not be counted toward the DBE contract goal. The Department encourages prime consultants to research the Federal Reserve Board website at xxx.xxxxxxxxxxxxxx.xxx to identify minority-owned banks in Arizona derived from the Consolidated Reports of Condition and Income filed quarterly by banks (FFIEC 031 and 041) and from other information on the Board’s National Information Center database.

We have made a thorough search for financial institutions owned and controlled by socially and economically disadvantaged individuals in the State of Texas and were unable to identify financial institutions meeting the requirements of Section 26.27.

Rosebud County utilizes the Montana Department of Transportation’s (MDT) DBE Directory for identifying DBE firms in the State (See Attachment 4). DBE Financial Institutions. It is the policy of the Authority to periodically investigate the full extent possible, services offered by financial institutions owned and controlled by socially and economically disadvantaged individuals in the community, to make reasonable efforts to use these institutions, and to encourage prime contractors on DOT-assisted contracts to make use of these institutions. To date we have identified the following such institutions: Banco Popular, Metro Savings Bank, and Union Trust. The Authority will encourage contractors for the Authority to enter into escrow and deposit agreements with those institutions. The Authority will continue to encourage its contractors to use socially and economically disadvantaged owned and controlled banks. Information on the availability of such institutions can be obtained from the DBE Liaison Officer.
