Decision to implement. If the employer decides to implement technological change, the Union and the employees, who may be materially affected in their employment by the change, will be notified by the employer as soon as possible thereafter. After notifying the decision, the Employer will inform the Union and the employees, who have been notified, of the nature and extent of likely material effects, will consult with them about the proposed change, the reasons for it and any alternative proposals which, if implemented, might eliminate or lessen likely material effects.
