DECISION TO USE COMPETITIVE SEALED PROPOSALS. The Director of Community Engagement and Inclusion in the Mayor’s Office will be the liaison with the consulting team on this DE&I initiative. As a holistic and collaborative approach is essential, this position within the Mayor’s Office offers a vantage point and sphere of influence with all City departments. The Director will help the consulting team collaborate with residents, groups, neighborhoods, City Councilors, Board Members, Department staff, Commissioners, businesses, and non-profits on this important work. DECISION TO USE COMPETITIVE SEALED PROPOSALS. The Chief Procurement Officer has determined that in order to select the most advantageous proposal for STS services, comparative judgments relating to proposers’ background, experience and professional history, in addition to price, will be necessary. The City will therefore select from the proposals received the most advantageous proposal in accordance with M.G.L. c. 30B, §6. Proposals shall consist of (i) a Technical Proposal, which is fully responsive to the RFP with the exception of the proposer’s price and (ii) a Price Proposal. The City’s Evaluation Committee shall review, evaluate and rate each proposer’s Technical Proposal. After the review and when the Evaluation Committee’s written evaluations are complete, the City will open Price Proposals. The City will award the contract to the proposer it determines to be the most advantageous. NPS is looking for proposals that will allow the Contractor to continually meet the goals contained in the RFP and improve the quality of STS services.
DECISION TO USE COMPETITIVE SEALED PROPOSALS. The Purchasing Assistant and the Personnel Director have determined that in order to select the most advantageous proposal for ADMINISTRATION SERVICES FOR WORKERS’ COMPENSATION INSURANCE/DATA CONVERSION FOR THE CITY OF ATTLEBORO & ATTLEBORO PUBLIC SCHOOLS AND INJURY ON DUTY FOR ATTLEBORO POLICE & FIRE for the City of Attleboro comparative judgments of technical factors, in addition to price, will be necessary. The City believes that while low price is a factor in selecting the most advantageous service provider, it is also important that the City be able to consider a proposer’s experience in providing Workers’ Compensation Insurance administration and Injury On Duty administration to municipalities similar to Attleboro, that the City be able to evaluate the proposer’s methodology and staffing, the proposer’s ability to deliver the services needed, and the effectiveness of the proposer’s interface with City of Attleboro officials and employees. The City’s ability to weigh these factors is best achieved by procuring Workers’ compensation insurance administration through a Request For Proposals (RFP).

  • National Competitive Bidding Goods estimated to cost less than $250,000 equivalent per contract and works estimated to cost less than $500,000 equivalent per contract, may be procured under contracts awarded on the basis of National Competitive Bidding.

  • Contractor’s Bid or Mini-Bid Proposal f. Unincorporated Appendices (if any).

  • ANTI-COMPETITIVE BEHAVIOR Contractor will not collude, in any manner, or engage in any practice which may restrict or eliminate competition or otherwise restrain trade.

  • Technical Proposals Technical proposal information will be streamlined, e.g., the Government anticipates written proposals consisting of thirty (30) pages or less stating compliance or exception to requirements, risks, assumptions and conflict of interest issues. Proposals shall not merely restate PWS/SOO requirements. Written technical proposals shall normally address: * Technical Approach and descriptive narrative of the contractor's understanding of the requested effort * PWS in response to a SOO * Integrated Master Plan (if applicable) * Integrated Master Schedule (if applicable) * Key Personnel Assigned * Quantities/Hours of Personnel by Labor Categories and narrative justification (if applicable) * Other Direct Costs (ODCs) (materials and supplies, travel, training, etc.(quantities and types only)) * Period of Performance * Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) * Security (including clearance level) * Teaming Arrangement (including subcontracting; identify new ACAs) * Small Business Plan (if a large business) * Other Pertinent Data, such as assumptions made.
