Design & Layout. At its sole cost and expense, Brandywine shall engage a landscape architect and cause to be prepared plans, specifications and renderings (collectively, the “Plans”) for the Park, which Plans shall include, at a minimum, (A) one and one-half (1.5) acres to be used for programming; (B) eight (8) acres used for rotational livestock grazing and visitor-animal interaction; and (C) twenty (20) acres farmed for crop production. The Plans shall be provided to the City within fifteen (15) days of the Effective Date. Upon receipt of the Plans, the City shall deliver to Brandywine written notice that it approves or rejects the Plans; provided that, if the City rejects all or any part of the Plans, then such notice shall: (i) specify the part or parts that the City is rejecting; and (ii) include the specific basis for such rejection. Upon approval of the Plans by the City, the Plans shall be deemed to be final (the “Final Plans”), and the Park shall be constructed according to the Final Plans.

Design & Layout. The layout of the model design for the planned weighbridges depicted in Figure 12 conforms to the Baseline Requirements stated in the RWBLP Report for vehicles travelling in one direction in the following respects:  Screening lane employing weigh in motion scale  Weighing of vehicles selected by the screener on the static scale  Holding yard for the prosecution formalities and off-load or correction of load for overloaded vehicles  Exiting of the holding yard only via the static scale to confirm the correction of the load before the vehicle continues its journey.
