Disaster Management Plan. Disaster Management Plan preparation is proposed for SAWACO under the Loan project. This will highlight water security risks and delivery of water supply services. Areas to be covered under this plan include: • Establish minimum levels of service that are acceptable in HCMC for water supply in the current and/or foreseeable future based on what is being planned currently. • Establish what levels of resilience exist within existing systems. • What are the sea levels at which pump stations or WTPs become inundated. • What levels of sea level rise does water quality become unusable for the potable supply. • Effect of typhoons, hurricanes, storm surges, war, terrorist activity, electricity supply breakdown. • Run a series of models that look at the frequency and duration of excedance of those standards of service. • Strategies that the community might adopt to cope with the excedances until the adaptation measures are permanently implemented. The method to be used would be a review of existing data and looking at what information is available around the critical points of the water system. The consultant would also look at what climate scenarios have been used to date and probably identify a further series to run. This initial review would then be followed by workshops with the utility operators and planners to confirm what the consultant has come up with and to fill in gaps in the information. Following the workshops the consultant would then run the models of climate, the river systems and operating systems to establish the thresholds and frequencies of excedance and at what times. This would then be an input into a strategy development for adaptation measures that would give an indication of size and timing of the interventions that are required. Disaster Management Plan. The cargo proposed to be handled at Port is mostly non-hazardous in nature. However, to meet any eventuality and to combat hazards from port operations, Disaster Management Plan (DMP) is a pre-requisite. The Disaster Management Plan will list out the necessary Emergency Response Procedures along with an organisational framework. This section presents a broad outline of the plan and a detailed plan would have to be prepared for the operation phase of the port. Emergency Response Procedures for Hazards from Port Operation Contingency plans backed up by adequate and well-maintained equipment, detailed procedures and personnel trained are essential in combating various hazards anticipated from the port operations. The Port Developer would prepare a contingency plan broadly covering the following: A database of the available resources (regional, national and international groups) so that it can be used in contacting the groups involved in disaster management in the event of any spillage depending on the magnitude. Identification of sites for disposal of contaminated debris. Identify the specialised equipment and plan for procurement, deployment and maintenance. Training for the personnel. Establishment of an authority and framing of responsibilities of individuals in the event of any spills / hazards.
