Driving change. The financial framework and cost reduction strategy will be developed and overseen by the Finance and Investment Group (FIG). The group will be responsible for ensuring improved dis/investment decisions, supported by improved analytical capability, closely linked to the priorities and ambitions of the health; care and wellbeing transformation programme. They will achieve the financial strategy through: • Conducting a baseline assessment • Developing future projections • Benchmarking – understanding the potential for change • Conducting financial evaluation and option appraisal • Establishing efficiency/quality key performance indicators and to support each workstream • Reviewing contract models and advise • Considering financial levers for change • Costing of proposals (Care professionals Board) • Overseeing of Pennine Lancashire financial strategy • Overseeing of programme resources • Advising on governance matters Membership Membership of the FIG incorporate the finance directors/chief finance officers from the six core organisations that make up the transformation programme. i After Sustainability and Transformation Funding of £12.5m Pennine Lancashire Transformation Programme Performance Management Framework Population Outcomes Wellbeing Independence Programme Health Quality of Care Safe (including access) Effective/evidence based (including equity) Patient Centred/experience Sustainability Affordable (including shift to prevention) Fulfilled/satisfied workforce Culture of collaborative learning and well led This performance management framework has been designed to ensure that the progress and impact of the Health; Care and Wellbeing Transformation programme can be monitored and communicated at timely intervals. By monitoring progress against the measures outlined within this framework, we will know whether the Transformation Programme is achieving its key commitments:
