EMPLOYEE RETENTION PENALTY. Maintaining a trained, engaged, and stable work force on the Burbank Water Reclamation Plant project is important to both Contractor and the City of Burbank. Should in any contract year employee turnover (ET) become excessive, then Contractor shall pay the City penalties in accordance with the following: Level of ET Total Penalty ($) ≤ 3 $0 5 $25,000 6 $35,000 7 $45,000 8 $60,000 9 $80,000 10 $100,000 Employees dismissed for cause during a one-year probationary period will not count toward the employee turnover penalty described above.
