Article 17.1: Definition For the purposes of this Chapter, administrative ruling of general application means an administrative ruling or interpretation that applies to all persons and fact situations that fall generally within the ambit of that administrative ruling or interpretation and that establishes a norm of conduct, but does not include: a determination or ruling made in an administrative or quasi-judicial proceeding that applies to a particular person, good, or service of another Party in a specific case; or a ruling that adjudicates with respect to a particular act or practice.

General Provisions and Exceptions. AANZFTA contains a number of general exceptions which make it clear that the Agreement does not prevent Parties from taking certain measures in certain circumstances. These exceptions acknowledge the regulatory right of the Parties to adopt or enforce measures to deal with a crisis or to achieve certain priority policy outcomes, even if these measures may affect their AANZFTA obligations. The exceptions contain disciplines to ensure that they cannot be abused for trade protectionist purposes.
