Subsidiary Bodies. 1. The Commission shall establish a permanent Scientific Committee. 2. The Commission may establish sub-commissions to deal with one or more of the stocks covered by this Agreement. 3. Such sub-commissions shall be open to Members of the Commission which are coastal States lying on the migratory path of the stocks concerned in the sub-commission or are States whose vessels participate in the fisheries of these stocks. 4. A sub-commission shall provide a forum for consultation and cooperation on matters related to the management of the stocks concerned and in particular: (a) to keep under review the stocks concerned and to gather scientific and other relevant information relating to the stocks concerned; (b) to assess and analyse the conditions and trends of the stocks concerned; (c) to coordinate research and studies of the stocks concerned; (d) to report to the Commission on its findings; (e) to propose such recommendations for action by the Members of the Commission as may be appropriate, including action to obtain necessary information relating to the stocks and proposals for conservation and management measures; (f) to consider any matter referred to it by the Commission. 5. The Commission may, subject to the provisions of this Article, establish such committees, working parties or other subsidiary bodies as may be necessary for the purposes of this Agreement. 6. The establishment by the Commission of any sub-commission which requires funding by the Commission, and of any committee, working party or other subsidiary body shall be subject to the availability of the necessary funds in the approved autonomous budget of the Commission or of FAO as the case may be. When the related expenses are to be borne by FAO, the determination of such availability shall be made by the Director-General. Before taking any decision involving expenditure in connection with the establishment of subsidiary bodies, the Commission shall have before it a report from the Secretary or the Director-General, as appropriate, on the administrative and financial implications. 7. Subsidiary bodies shall provide to the Commission such information regarding their activities as the Commission may require.

Subsidiary Bodies. The Institute may establish such centres, offices or laboratories, in locations within and outside the Republic of Korea as may be decided by the Board of Trustees (hereinafter referred to as the “Board”) as being necessary for effective conduct of its programmes and the achievement of its objectives.
Subsidiary Bodies. (a) The Parties hereby establish: (i) A Committee on Trade in Goods, Rules of Origin and Customs Procedures to consider any matter arising under Chapter 2 (Trade in Goods), Chapter 3 (Rules of Origin and Verification Procedures) and Chapter 4 (Customs Procedures); (ii) A Committee on Sanitary and Phytosanitary Measures and Technical Barriers to Trade to consider any matter arising under Chapter 5 (Sanitary and Phytosanitary Measures) and Chapter 6 (Technical Regulations, Standards and Conformity Assessment Procedures); and (iii) A Committee on Services, Movement of Natural Persons and Investment to consider any matter arising under Chapter 7 (Trade in Services), Chapter 8 (Movement of Natural Persons) and Chapter 9 (Investment); That shall comprise representatives of the Parties including those who retain the technical skills relevant to the matters under discussion. (b) The terms of reference of each Committee shall be proposed by that Committee, in accordance with the Chapter(s) or Annexes of the Agreement within its mandate and be subject to the approval of and review by the Joint Committee. (c) The Joint Committee may delegate any of its functions outlined in Article 1.2 to any of the Committees established under paragraph 1(a). Such delegated functions shall be added to the relevant Committee's terms of reference. (d) Each Committee shall review the implementation by the Parties of the relevant Chapters or Annexes as that Committee considers appropriate and shall make recommendations to the Joint Committee to support the implementation of this Agreement through the Development and Economic Cooperation Work Programme. (e) Unless otherwise provided for in this Agreement, each Committee shall commence an initial review of the relevant Chapters and Annexes within two years of the date of entry into force of this Agreement and submit a final report to the Joint Committee, including any recommendations, within three years of the date of entry into force of this Agreement. 2. In the fulfilment of its functions, the Joint Committee may establish additional subsidiary bodies, including ad hoc bodies, and assign them with tasks on specific matters, or delegate its responsibilities to any subsidiary body established pursuant to this Agreement. 3. Unless the Parties agree otherwise, each subsidiary body established under this Article shall meet within one year of the date of entry into force of this Agreement or the establishment of that body, and thereafter, as ...
Subsidiary Bodies. 1. The Meeting of the Parties shall establish a permanent Scientific Committee, which shall meet, unless the Meeting of the Parties otherwise decides, at least once a year, and preferably prior to the Meeting of the Parties, in accordance with the following provisions: (a) the functions of the Scientific Committee shall be: (i) to conduct the scientific assessment of the fishery resources and the impact of fishing on the marine environment, taking into account the environmental and oceanographic characteristics of the Area, and the results of relevant scientific research; (ii) to encourage and promote cooperation in scientific research in order to improve knowledge of the state of the fishery resources; (iii) to provide scientific advice and recommendations to the Meeting of the Parties for the formulation of the conservation and management measures referred to in Article 6(1)(d); (iv) to provide scientific advice and recommendations to the Meeting of the Parties for the formulation of measures regarding the monitoring of fishing activities; (v) to provide scientific advice and recommendations to the Meeting of the Parties on appropriate standards and format for fishery data collection and exchange; and (vi) any other scientific function that the Meeting of the Parties may decide; (b) in developing advice and recommendations the Scientific Committee shall take into consideration the work of the South West Indian Ocean Fisheries Commission as well as that of other relevant research organizations and regional fisheries management organizations. 2. Once the measures referred to in Article 6 are taken, the Meeting of the Parties shall establish a Compliance Committee, to verify the implementation of and compliance with such measures. The Compliance Committee shall meet, in conjunction with the Meeting of the Parties, as provided for in the Rules of Procedure and shall report, advise and make recommendations to the Meeting of the Parties. 3. The Meeting of the Parties may also establish such temporary, special or standing committees as may be required, to study and report on matters pertaining to the implementation of the objectives of this Agreement, and working groups to study, and submit recommendations on, specific technical problems.
Subsidiary Bodies. As provided for in Article X.l(n), the Governing Council may establish, as required, ad hoc or permanent bodies constituted by individuals chosen on the basis of their expertise in plant protection to advise the Executive Committee on specific technical matters. As provided for in Article XIII.6(e), the Executive Committee may establish specialized working groups in order to meet particular situations.

All subsidiary bodies shall report, advise and make recommendations to the Commission and contribute to regular reviews of the effectiveness of conservation and management measures adopted by the Commission. 4. In carrying out their functions, all subsidiary bodies shall take into consideration the relevant work of other subsidiary bodies established by the Commission, and as appropriate the work of other fisheries management organisations and the work of other relevant technical and scientific bodies. 5. All subsidiary bodies may establish working groups. Subsidiary bodies may also seek external advice as required in accordance with any general or specific guidance provided by the Commission. 6. All subsidiary bodies shall operate under the rules of procedure of the Commission unless otherwise decided by the Commission.

The procedure of subsidiary bodies shall be governed mutatis mutandis by the Rules of Procedure of the Commission.
