Insurance Committee. A. A Health Care Committee (“HCC”) shall be created and charged with considering health insurance matters. The HCC shall meet at least quarterly. The schedule for the quarterly meetings shall be established by the Superintendent and Association President by August 31 of each year. The HCC shall receive training by FMCS as needed. B. The HCC’s responsibilities include reviewing insurance costs, exploring program additions or modifications, examining utilization patterns, and looking for various cost-containment options. C. The HCC shall be composed of up to three (3) representatives from the Association, the Board, and the union that represents nonteaching employees. The unions may also have up to three (3) observers at each HCC meeting. The HCC shall annually elect a chairperson and secretary. Regular minutes of all meetings of the HCC shall be kept and shared with all members. D. All decisions of the HCC shall be achieved by consensus (i.e., all represented parties on the HCC shall agree with the decision). E. The HCC shall regularly be provided with health insurance data, including enrollment levels, claims paid versus premiums, and such other data as the members of the HCC determine will facilitate the HCC’s discussions and deliberations. F. The HCC shall be authorized to utilize consultants provided by L.E.R.C. G. Each year the HCC shall be advised, as soon as possible, of the anticipated level of premiums for the succeeding benefit year (July 1 through June 30). Each year the HCC will consider changes in the program design, premium sharing, and other steps that will act to keep the rate of premium increase as low as possible. In the event the HCC is not able to achieve consensus on any such changes by May 1, the plan will continue unchanged for the succeeding benefit year. If the HCC recommends changes in program design, premium sharing, or other modifications, including possible implementation of a Section 125 Flexible Spending Plan, and consideration of a “waiver/opt out” provision, such changes shall be implemented following approval by the full membership of the Association, the Board, and the union that represents nonteaching employees.

C. The HCC Committee shall be composed of up to three members of each group represented on the Committee, as selected by the group represented. The initial term for two (2) members from each group shall be three (3) representatives years. The initial term for one (1) member from the Associationeach group shall be two (2) years. Thereafter, the Board, and term for each member on the union that represents nonteaching employees. The unions may also have up to committee shall be three (3) observers at each HCC meetingyears. If a seat on the Committee becomes vacant, the party represented by the seat shall have sole authority in filling said vacancy.
2. The HCC Committee shall annually elect select its chair by majority vote on the Committee. Should the chair resign or become ineligible to serve as Chair, the Committee shall select a chairperson and secretarynew Chair by a majority vote, after all vacancies on the Committee have been filled pursuant to Section 1 above.
3. Regular minutes of all meetings The mission of the HCC Insurance Committee shall be kept to create within the workplace environment a forum whereby representative membership on the Committee will engage in a continuing educational process and shared review of health insurance benefits. The goals of these efforts are the improvement of the employee health status and better management of health insurance costs.
4. The Insurance Committee shall regularly communicate with all memberscovered.
D. 5. During the life of this Agreement, the Insurance Committee shall be responsible for evaluating existing insurance coverage and developing recommendations for any changes or improvements to the existing insurance plans to each of the parties’ respective bargaining teams for their consideration and the development of proposals. The Committee shall also provide recommendations to the parties regarding member education and communication and ancillary employer actions(e.g. wellness initiatives, process changes, etc.) The Insurance Committee, as a joint labor- management Committee shall have the authority to make recommendations regarding the retention and/or dismissal of an insurance broker/consultant on the basis of their qualifications and/or performance as determined by the Committee. All decisions of the HCC Committee shall be achieved made by consensus (i.e., all represented parties on the HCC shall agree with the decision)consensus.
E. 6. The HCC Insurance Committee shall regularly meet quarterly, but may meet more frequently if a majority of its members deem it necessary. Minutes shall be provided with health insurance data, including enrollment levels, claims paid versus premiumskept at such meetings, and such other data as shall be made available to all affected employees and the members of the HCC determine will facilitate the HCC’s discussions and deliberationsadministration.
F. 7. The HCC shall be authorized Board agrees to utilize consultants provided by L.E.R.C.

Insurance Committee. A. 12.12.1 A Health Care Committee (“HCC”) committee shall be created and charged with considering health insurance matters. The HCC shall meet at least quarterly. The schedule for the quarterly meetings shall be established appointed by the Superintendent and Association President by August 31 consisting of five (5) administrators and five (5) Association representatives. The committee will be jointly chaired. This committee shall remain optional on the part of the Board of Education and/or the Association.
12.12.2 The committee shall study possible plan proposals for coverages.
12.12.3 The committee will complete their report and reach consensus prior to the beginning of the open enrollment period.
12.12.4 Unless changes in insurance coverages are considered, all current insurance coverages shall remain at current levels and there shall be no changes until the committee’s report has been finalized.
12.12.5 The insurance committee’s report will be presented to the Board of Education and the Association for ratification when changes are to occur during the mid-term period of the contract. ARTICLE THIRTEEN - TUITION REIMBURSEMENT
13.1 The Board shall set aside an amount in its Appropriations to fund the Tuition Reimbursement as described herein. This program shall be administered in compliance with the following guidelines:
13.1.1 An employee's reimbursement shall not exceed actual paid tuition costs for classes taken and completed between July 1 and June 30. Reimbursement will be based upon the following formula: hours (not to exceed 6 (not to exceed 6 hours per person) hours per person per year)
13.1.2 The Board's maximum expenditure for each school year shall be limited to thirty-five thousand dollars ($35,000). Funds not expended during a school year shall not be carried over to the next school year. The HCC shall Association President may receive training by FMCS as neededa periodic eligibility and status report regarding the fund.
B. The HCC’s responsibilities include reviewing insurance costs13.1.3 An employee will receive reimbursement for actual tuition, exploring program additions or modifications, examining utilization patternsrequired books, and looking required materials for various cost-containment options.
C. The HCC LPDC approved graduate or undergraduate courses, upon submission of proof of successful completion of the course(s). Such survey shall gauge employee satisfaction with insurance products, services, and costs. • Any Committee meeting that results in recommended coverage changes to be submitted to the Board for consideration or approval must take place at least 14 calendar days prior to the meeting at which the Board acts on such recommended changes. The parties hereto acknowledge that the Board shall have the right to adjust insurance plan benefits on an annual basis, provided that the Committee shall first have an opportunity for input in respect to any such adjustments and that such adjustments do not conflict with the decision)provisions of Section 16.2 hereof.
