Introduction and institutional context. The School of Oriental and African Studies (SOAS) is a college of the University of London and the only Higher Education institution in the UK specialising in the study of Asia, Africa and the Near and Middle East. SOAS uniquely combines language scholarship, disciplinary expertise and regional focus. It has the largest concentration in Europe of academic staff concerned with Africa, Asia and the Middle East. SOAS is committed to increasing the social and ethnic diversity of its students, especially by encouraging greater participation from under-represented groups. Diversity is one of the distinguishing features of SOAS, and we strive to ensure equal opportunity for all students regardless of their age, gender, ethnic origin or religious background. The great challenge for the School is that for the most part the languages and cultures we study are not commonly taught at school and are, therefore, unfamiliar to many potential students. A cornerstone of our work with schools is to broaden the horizons of both teachers and students so that they understand the academic and career benefits from studying subjects offered at SOAS. The School’s progress in taking forward the widening participation agenda is set out in the following charts. We are clear that in proposing a standard home/EU undergraduate fee of £9,000 the School must demonstrate that it is setting stretching but achievable targets for enhancing participation and retention. We believe that the following pages demonstrate that the School has a clear strategy for encouraging participation from the most disadvantaged groups and supporting their progression within the School. In setting the targets the School has been mindful of the downward trend since 2002 in LPN participation. We will review annually our performance against targets and milestones agreeing with you modifications to what is set out here depending on experience.

We wish to highlight that our approach for 2013/14 has largely remained unchanged. We have not made any amendments to the balance of expenditure between outreach, retention and financial support. The most significant change is related to our financial support. Following our consultation with prospective and current students we have placed more emphasis on cash bursaries within our award offerings. The structure and numbers of awards have not been changed. We continue to target our outreach and student support/retention activities at the most vulnerable students. We have worked closely with our Students‟ Union and prospective students in developing our approach in this agreement, particularly around financial support. This consultation has meant our agreement for 2013/14 is focused on building capacity with local schools, engaging more academic staff and students in outreach and retention work and a greater focus on bursaries rather than fee waivers. SOAS continues to make progress is addressing issues relating to the lack of available information, advice and guidance in schools and colleges on the subjects we specialise in. As a result we have seen a significant increase in the number of engagements with schools and college linked to relevant national curriculum subjects. We will continue to take forward this work as a crucial part of our access strategy. We have recently engaged in a wide consultation process with colleagues and students about the future of SOAS beyond 2020. One of the 5 areas of consultation is around encouraging greater access to SOAS for potential students from a variety of backgrounds. Approved Users are strongly encouraged to publish their results in peer-reviewed journals and to present research findings at scientific meetings.

  • Limitation of Vendor Indemnification and Similar Clauses This is a requirement of the TIPS Contract and is non-negotiable TIPS, a department of Region 8 Education Service Center, a political subdivision, and local government entity of the State of Texas, is prohibited from indemnifying third-parties (pursuant to the Article 3, Section 52 of the Texas Constitution) except as otherwise specifically provided for by law or as ordered by a court of competent jurisdiction. Article 3, Section 52 of the Texas Constitution states that "no debt shall be created by or on behalf of the State … " and the Texas Attorney General has opined that a contractually imposed obligation of indemnity creates a "debt" in the constitutional sense. Tex. Att'y Gen. Op. No. MW-475 (1982). Thus, contract clauses which require TIPS to indemnify Vendor, pay liquidated damages, pay attorney's fees, waive Vendor's liability, or waive any applicable statute of limitations must be deleted or qualified with ''to the extent permitted by the Constitution and Laws of the State of Texas." Does Vendor agree? Yes, I Agree Alternative Dispute Resolution Limitations This is a requirement of the TIPS Contract and is non-negotiable. TIPS, a department of Region 8 Education Service Center, a political subdivision, and local government entity of the State of Texas, does not agree to binding arbitration as a remedy to dispute and no such provision shall be permitted in this Agreement with TIPS. Vendor agrees that any claim arising out of or related to this Agreement, except those specifically and expressly waived or negotiated within this Agreement, may be subject to non-binding mediation at the request of either party to be conducted by a mutually agreed upon mediator as prerequisite to the filing of any lawsuit arising out of or related to this Agreement. Mediation shall be held in either Camp or Titus County, Texas. Agreements reached in mediation will be subject to the approval by the Region 8 ESC's Board of Directors, authorized signature of the Parties if approved by the Board of Directors, and, once approved by the Board of Directors and properly signed, shall thereafter be enforceable as provided by the laws of the State of Texas. Yes, Vendor agrees Payment Terms and Funding Out Clause This is a requirement of the TIPS Contract and is non-negotiable. Vendor agrees that TIPS and TIPS Members shall not be liable for interest or late-payment fees on past-due balances at a rate higher than permitted by the laws or regulations of the jurisdiction of the TIPS Member. Funding-Out Clause: Vendor agrees to abide by the applicable laws and regulations, including but not limited to Texas Local Government Code § 271.903, or any other statutory or regulatory limitation of the jurisdiction of any TIPS Member, which requires that contracts approved by TIPS or a TIPS Member are subject to the budgeting and appropriation of currently available funds by the entity or its governing body. 2
