Method for Ranking Internal Candidates. Currently for internal applicants, the human resources specialist uses information from the Experience History File, skill codes, Whole Person Scores (WPS), and civilian promotion appraisal factors to rank internal candidates for promotions, reassignments, and change to lower grades. The civilian promotion appraisal factors - manner of performance are used for competitive in- service placement actions. The nine appraisal factors represent work behaviors that are both observed in the context of the employee current position and are considered predictive of performance at the next higher level. The ratings are used as a sort factor in determining final rank order of employees having substantially equal knowledge, skills, and abilities, when the number of candidates exceeds the number of employees who can be referred to the selecting official for consideration. The WPS is used for Air Force centrally managed positions rate and rank individuals. The WPS Comprises attained experience and education along with the employee appraisal of record, nine appraisal factors, and credit attained for the WPS Assessment Interview. The WPS determines which individuals will be referred for consideration for competitive placement actions and identifies individuals for career development opportunities. • The new policy eliminates the use of the interna1 candidate method of using the Experience History file, skill codes and appraisal factors to identify qualified internal candidates for vacancies, and rely only on resumes to generate eligibility lists. • This change will require current BUEs to have a resume on file. Specifically, the computer program will search the resumes for word descriptors that interface with the desired qualifications of the position rather than sorting through skill codes found in the employees personnel file. • The application method for both internal and external candidates will be uniform.
