Moderate Income Households Sample Clauses

Moderate Income Households. While the PAs indicate intent to “mitigate structural barriers,” the Plan does not provide significant new offerings aimed at reaching moderate income households. Ex. 1 at 14. CLF is concerned about the characterization by the PAs, based on a recent evaluation “that time and availability, perception of their need for energy efficiency, and the need for more information are the greatest barriers to participation in the Moderate Income offering.” Ex. DPU-Comm 1-8.22 Though PAs state that they will “continue to look for innovative, data-driven ways to ensure all customers are able to access the programs[,]” the primary approach to moderate income households appears to be “ensuring simplicity and ease of participation.” Ex. 1 at 56, 14. The PAs do acknowledge that “moderate-income customers may also face difficulty in paying energy bills, which represent a greater percentage of their income than for higher income customers.” Ex. 1 at 37; Ex. DPU-Comm 1-8. In response, the PAs will continue to offer no-cost weatherization, an enhancement instituted over the course of the 2016-2018 Plan term “to encourage more participation in that offer and capture more energy efficiency.” Ex. 1 at 54, 131- 32; Ex. DPU-Comm 11-6. See also DPU-Comm 11-6 n. 1 (noting that the Compact introduced the 100% incentive level for moderate income insulation at the beginning of the 2016-2018 Plan). The PAs have also added additional pre-weatherization barrier funding, in the form of financing through the HEAT Loan. Ex. DPU-Comm 1-8; Ex. 1 at 54-56. Under the HEAT Loan program, the PAs will expand the list of eligible weatherization barriers allowed for financing will be expanded and raise the allowable financing caps.
