NATIONAL STEEL CORPORATION a corporation organized and existing under the laws of the State of Delaware (hereinafter called the "CORPORA TION", which term shall include any successor corporation to the extent provided in the Indenture referred to on the reverse hereof), for value received, hereby promises to pay to or registered assigns, the principal sum of Dollars on March 1, 2009, in such coin or currency of the United States of America as at the time of payment shall be legal tender for public and private debts, and to pay interest thereon in like coin or currency, semiannually on March 1 and September 1 of each year, at the rate of 9 7/8% per annum, from the March 1 or September 1, as the case may be, next preceding the date of this Bond to which interest has been paid, unless the date hereof is a date to which interest has been paid, in which case from the date of this Bond, or unless no interest has been paid on the First Mortgage Bonds, 9 7/8% Series [A/B] Due 2009 (hereinafter called the "2009 SERIES BONDS"), in which case from March 8, 1999, until payment of said principal sum has been made or duly provided for. Notwithstanding the foregoing, when there is no existing default in the payment of interest on the 2009 Series Bonds, if the date hereof is after a regular record date (which shall be the close of business on February 15 or August 15, as the case may be, next preceding an interest payment date) and before the next succeeding interest payment date, this Bond shall bear interest from such interest payment date; provided, however, that if the Corporation shall default in the payment of interest due on such interest payment date, then this Bond shall bear interest from the next preceding interest payment date to which interest has been paid, or, if no interest has been paid on the 2009 Series Bonds, from March 8, 1999. The interest so payable, and punctually paid or duly provided for, on any interest payment date will, as provided in said Indenture, be paid to the person in whose name this Bond (or one or more predecessor Bonds) is registered on the regular record date for such interest payment date. Interest will be computed on the basis of a 360-day year of twelve 30-day months.
