PERSONNEL RULES. The Employer shall provide the UNION with a copy of the Personnel Rules and Regulations as revised. The Employer shall provide each new employee with a copy of the Personnel Rules and Regulations. It is hereby recognized and understood that the Personnel Rules and Regulations are outside the scope of this bargaining contract and subject to change at the sole discretion of the EMPLOYER.
