Principle of subsidiarity and scope of the EWC. In accordance with the European principle of subsidiarity, the competencies and attributions of the EWC and of the national representative bodies are of a different nature and vocation. The expression of represented interests will be dealt with separately and coherently in each of the bodies, according to their respective skills and rules for intervention. The overall competencies of the EWC are restricted to information and consultation on economic and social issues of a strategic and transnational nature which affect the entire XXXXXXX XXXXXX Group or at least two companies located in two different European Union member States or which surpass the powers of the decision making bodies in a single member State and which affect the workers’ interests considerably. The subjects to be dealt with are notably: - health and safety in the work place, - structure of the group of companies, - substantial changes in the Group’s share ownership, - economic, financial and social situation, - probable development of production, sales and research, - investments, - substantial changes in organisation, - introduction of new working methods or new production processes, - transfer of production and relocation, - mergers, acquisitions and divestitures at an international level or which significantly change the Group’s perimeter, - reduction in size or closure of companies, business establishments or significant parts of them, - mass redundancies, - environmental protection in the context of national and regional legislation, - situation and development of jobs both in their nature and qualification (in both quantitative and qualitative terms), - vocational training, - professional equality. Any request for information on an issue that does not figure in the above list will be subject to a preliminary agreement with the General Management of the XXXXXXX XXXXXX Group. In the event of exceptional circumstances (as described in article 8.2.1. of this agreement) the EWC shall be informed and consulted on the same issues. The EWC is not competent for subjects covered by the national representative bodies for personnel in each country.
