PROPOSAL REQUIREMENTS. Proposals will be submitted in a Portable Document Format (“PDF”) file. Proposals will include the items below. Responses to items a. and b. are awarded 0 or 2 points.

PROPOSAL REQUIREMENTS. The specifications for RFP #21226S are described below. Vendors are required to provide the information below as well as complete the Compliance Section Part I (Purchasing Documents). The narrative part of the proposals must present the following information and be organized with the following headings. Each heading should be separated by tabs or otherwise clearly marked. Proposal responses are to be divided into sections as follows:
1. Transmittal Cover Letter-prepare a letter transmitting the proposal on business letterhead. The letter should identify the business name, phone number, and business web address along with the name, phone number and email address of the key contact person. The letter must have the signature of a person with authority to obligate the business. The transmittal letter shall also contain a statement that the proposal is a firm offer for a ninety (90) day period.
2. A completed set of Required Purchasing Division documents set forth in Part 1 of this RFP.

PROPOSAL REQUIREMENTS. 1. All Proposals must comply with the Proposal Requirements set forth below.

PROPOSAL REQUIREMENTS. All Sellers will submit a quote/proposal which contains offers for all items and options included in this RFQ/RFP. All information presented in the Sellers quote/proposal will be considered during IRG’s evaluation. Failure to submit the information required in this RFQ/RFP may result in Seller’s offer being deemed non-responsive. Sellers are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach IRG’s office designated in the RFQ/RFP by the time and date specified in the RFQ/RFP. Any offer, modification, revision, or withdrawal of an offer received at the IRG office designated in the RFQ/RFP after the exact time specified for receipt of offers is “late” and may not be considered at the discretion of the IRG Procurement Officer. The Seller’s proposal shall include the following:
(a) The solicitation number:

(c) The name, address, and telephone number of the seller (bidder) and authorized signature of same:
(d) Validity period of Quote:
(e) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.
(f) If IRG informs Seller that the Commodity is intended for export and the Commodity is not classified for export under Export Classification Control Number (ECCN) “EAR99” of the U.S. Department of Commerce Export Administration Regulations (EAR), then Seller must provide IRG the correct ECCN and the name of Seller’s representative responsible for Trade Compliance who can confirm the export classification.
PROPOSAL REQUIREMENTS. Based on the form of transaction proposed, a Term Sheet should include the following:
(i) Total enterprise value (“TEV”) and available equity value (“EV”) for GGP and combined company implied by proposal and any assumptions or methodologies used in analyzing TEV and EV (including any adjustments or potential decreases in net proceeds to be received by shareholders);
(ii) Proposed treatment for each class of unsecured indebtedness outstanding;
(iii) Proposed purchase price per share of existing common stock;
PROPOSAL REQUIREMENTS. The responsibility determination, non-price proposal, and the price proposal shall be submitted in separate volumes. The non-price proposal shall not contain any pricing information. The non-price proposal presented by the offeror to whom the award is made will be incorporated into the contract at time of award.
PROPOSAL REQUIREMENTS. 3.1 The Owner reserves the right to waive any informality in the Bid, or to reject any and all Bids. Bidder may request to withdraw their Bid within 5 days after the due date of the Bid provided bidder provides documentation of an arithmetic error in bid tabulation.
3.2 Each Bid shall be submitted with a completed Contracting Questionnaire. Failure to submit the Contracting Questionnaire may result in rejection of a Contractor's bid.
3.3 Each Bid must be accompanied by a Bid Bond and Consent of Surety (Bid forms page 0400-7- 8).
PROPOSAL REQUIREMENTS. Approval
