PURPOSE OF THE DSA. The CYMH BI Solution project aims to improve the ability to analyze the data currently collected across Ontario’s child and youth mental sector. Its second purpose is to invest in a common data platform to share information about current needs, services and supports for children, youth and families. The BI Solution allows for reporting at different levels: at the service area level, regional level and provincial level. Data from each core service provider contributes to the service area level, and all service area level data are aggregated into regional level data and then the provincial level. In Ontario, there is a service description schedule (SDS) between the Ministry and each lead agency, as well as between the Ministry and a core service provider. The service description schedule outlines the reporting requirements to the Ministry on the data elements for child and youth mental health services. The SDS also includes the CYMH data dictionary which lists the required data elements. However, there is no formal contract between a lead agency and a core service provider in rela- tion to the required data elements for child and youth mental health services. This gap is addressed by the data sharing agreement. The data sharing agreement allows core service providers to submit non-anonymized data to the lead agency and enables the lead agency to submit service area data to the Ministry. The lead agency acts as an agent of the core service provider, and decrypts, validates and hashes personal identifiers before submitting data to the Ministry. The data sharing agreement is needed to support the flow of data from the core service provider to the lead agency, and then to the Ministry, with attention to legislative requirements relating to personal health information (PHI) or personal information (PI). By having non-anonymized data of clients within a service area, there is potential for more accurate information for performance measurement and service area planning. The data sharing agreement is designed to address the rights, roles and responsibilities of the lead agency and the core service provider agency under the applicable legislation which includes the Personal Health Information Protec- tion Act, 2004 (PHIPA) and the Child and Youth Family Services Act (CYFSA).
