Regional Level. The Project Implementing Entity will assume overall coordination of the Project, with the Forum for Agricultural Research in Africa (FARA) playing an advisory role. (a) strengthen its existing implementation arrangements in the key areas of financial management, procurement and monitoring & evaluation—so as to remain in compliance with Bank’s fiduciary and reporting requirements—and governance of the competitive grant system; (b) monitor the overall implementation of the project, reporting on progress related to the effectiveness of the dissemination mechanisms and the increase in agricultural productivity and competitiveness in the program’s areas of interest; (c) play the role of an advisory and screening body for the national window of the competitive agricultural research grant system (CARGS) implemented in each country under the project. It will also play a similar role for the national centers of specialization; and (d) will collate and synthesize information generated by the M&E systems of the participating countries.

Regional Level. The RO shall provide day-to-day management and coordination of Project activities under the supervision of DLF. The National Project Director shall be assisted by an assistant director and staff of the RO. The RO shall submit monthly and quarterly progress reports to DLF.
Regional Level. (a) Regional Education Bureaus (“REB”). The Recipient shall ensure that the departments or units within REBs responsible for planning and policy analysis are maintained at all times during the implementation of the Project with mandate, staffing and resources satisfactory to the Association to discharge the REB’s responsibility for overseeing all regional and sub-regional Project implementation.
Regional Level. (i) Each BWUD to be responsible for, but not limited to, the following with respect to the ULGs within its jurisdiction: (1) coordinating implementation; (2) ensuring compliance of the respective ULGs with the Project Manual and safeguard frameworks; (3) providing technical assistance; (4) facilitating the respective ULGs’ access to other capacity building support mechanisms; (5) recommending reallocations of Performance Grants; and (6) reviewing and consolidating Annual Action Plans and all reports for submission to MWUD. (ii) Each BOFED to be responsible for, but not limited to, the following with respect to the ULGs within its jurisdiction: (1) providing approved financing; (2) replenishing the respective ULG project accounts; and (3) preparing and submitting consolidated Regional quarterly and annual interim financial reports.
Regional Level. The Lead Implementing Agency will establish (i) a Regional Coordination Unit (RCU) in every target region, which will be headed by DTI Regional Director; and (ii) Provincial Coordination Units (PCUs), to support DTI’s Negosyo centers in implementing the project in target areas. The Negosyo Centers shall (i) identify MSMEs, farmers and cooperatives interested in partnering; (ii) facilitate the preparation and monitoring of SIPs and DIPs; (iii) coordinate the participation of service providers; and (v) ensure provincial planning and M&E.
Regional Level. The Recipient shall, with respect to each Project Region, designate, at all times during the implementation of the Project, the: (a) Project Host Institutions to be responsible for the implementation of Project activities at the regional level; (b) Regional Project Coordination Unit within the Project Host Institutions, to serve as the secretariat of RSC and to be responsible for day-to-day execution, coordination, and implementation of activities under the Project at the regional level; (c) Regional Steering Committee (“RSC”), to be responsible for providing Project oversight and strategic coordination at the regional level; (d) Regional Technical Committee to be responsible for providing technical support to the RSC at the regional level; and (e) Rangeland Cluster Support Team (“RCST”) to be responsible for supporting and fostering cross-rangeland unit (and cross-Woreda) and holistic planning of development investments at the regional level. The Recipient shall take all actions, including the provision of funding, personnel, and other resources satisfactory to the Association, to enable the abovementioned regional bureaus, units, teams and committees to perform said functions, as further elaborated in the PIM.

Regional Level. A. Matters appropriate for negotiations at the regional level concern conditions of employment affecting unit employees which are within the authority of the Employer at the regional level, which fall within the scope of bargaining, which are unique to the region or a school in the region, and which deal with matters not covered by the negotiations that led to this Agreement or other Agreements. It is understood that the National Agreement or other Agreements reached at the national level are controlling, and no Agreements reached at the regional level shall amend or otherwise conflict with the provisions of this Agreement. B. The Employer shall provide notice of its proposed changes to the Association in writing normally at least fifteen (15) days prior to the proposed implementation date. If the Association wishes to negotiate over the proposed changes, it shall notify the Employer in writing within fifteen (15) days following the receipt of the proposed changes. Typically, the Association will submit proposals at the time of its request to bargain. If the notification time limit cannot be met, the Parties agree to expedite the process. Only those proposals directly related to the proposed changes shall be subject to negotiations. Upon receipt of Association proposals, negotiations shall be scheduled and held promptly at a mutually determined site. The Association shall be entitled to representation in accordance with 5 U.S.C. 7131 (a). C. If regional representatives of the Employer and the Association disagree as to whether a subject matter or particular proposal is negotiable or is covered by this Agreement or another Agreement at the national level, or if a Party claims that proposal conflicts with the terms of this Agreement or other Agreements at the national level, or if impasse is reached, the matter shall be resolved as provided by law or this Agreement.

B. Not more than once every school year the Association may provide such proposals to the Employer in writing normally at least sixty (60) days prior to negotiations. If the Employer wishes to submit counter-proposals, it shall submit written proposals to the Association within thirty (30) days following receipt of the Association's proposals. Negotiations shall be scheduled and held within sixty (60) days from the date the Employer received the Association proposals, at a mutually determined site. The Association shall be entitled to representation in accordance with 5 U.S.C. 7131 (a). C. If regional representatives of the Employer and the Association disagree as to whether a subject matter or a particular proposal is negotiable or is covered by this Agreement or another Agreement at the national level, or if a Party claims a proposal conflicts with the terms of this Agreement or other Agreements at the national level or if impasse is reached, the matter shall be resolved as provided for by law or this Agreement. D. The Association will be limited to no more than two proposals per District (DSO) per school year. After the first year, the Association may reopen this provision as to the number of proposals.
