Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendations for the Meeting of the Parties:
a) Approve 108 DMLs of the 109 requested for 2020 since one of the vessels has a pattern of infrac- tions.
b) Send case 2019-448 to the relevant Party for investigation of possible observer harassment and include it in the list of special cases for monitoring.
c) Send case 2019-614 to the relevant Party for investigation of a fishing trip with a captain who is not on the List of Qualified Captains.
d) Request the Secretariat, in the event that Dr. Xxxxxx Xxxx submits a report on his comments before the AIDCP, to evaluate its contents and submit a report to the Parties for consideration by the IRP. This report must comply with the rules of confidentiality of the AIDCP.
Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendation for the Meeting of the Parties: Grant DMLs for 2015 to the four vessels that cannot yet fully meet the requirements for a DML, as a one- time exception subject to the following conditions:
1. The assessment for 2015 must be paid by 1 December 2014.
2. The vessels may not fish on dolphins until all the requirements of Xxxxx XX of the AIDCP have been met.
3. All provisions of the AIDCP regarding DMLs apply, including the requirement of making a set on dolphins before 1 April 2015.
Recommendations for the Meeting of the Parties. The IRP agreed on the following actions :
a. Regarding cases 2014-004 and 2014-145, that the Secretariat performs the actions specified under item 7 above.
b. Regarding case 2014-323, that the Secretariat refer this case to the flag state for further investigation.
c. Regarding special case 51-03, that the Secretariat ask the flag State for additional information about its determination that there was insufficient evidence for a sanction, particularly in the light of the observer’s notes shown to the Panel that support the allegation .
Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendations for the Meeting of the Parties:
1. Approve the allocation of the DMLs to the 90 vessels that requested them for 2013.
2. Maintain the current three special cases until the next meeting of the Panel in order to determine what progress had been made. Case 51-02 would be maintained in order to allow time for the missing forms to be found, even though it had already been determined that neither the vessel owner nor the vessel captain were responsible for the forms being mislaid.
3. Consider the recommendation of the working group on tuna tracking and verification that the IRP review as special cases the actions taken by Parties regarding cases of presumably falsified TTFs.
4. Review the cases in which a vessel left port without an observer because no observer was assigned promptly.
5. Consider the following recommendations of the working group on promoting and publicizing the AIDCP Dolphin safe label:
a) Ask FAO to include on its website a link to information about the AIDCP, and that the Secre- tariat prepare a report on the AIDCP and its dolphin safe label for review by the Parties and for distribution, as appropriate, at the FAO Committee on Fisheries (COFI).
b) Develop a strategy for publicizing the AIDCP at the principal international fisheries fairs.
c) Call on the Parties, the industry, and environmental NGOs to make contributions to facilitate publicizing the AIDCP.
Recommendations for the Meeting of the Parties. The Panel recommended that the Meeting of the Parties approve the 103 requests of DMLs for 2018.

Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendations for the Meeting of the Parties:
1. The Secretariat should follow up on two special cases, 51-01 and 51-03.
2. The Secretariat should modify the table on the submission of TTFs in order to reflect the total number received to date, while distinguishing those received by the required deadline.
3. Consider the recommendations of the Working Group on promoting the AIDCP dolphin safe label.
Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendations for the Meeting of the Parties:
1) Address the allocation of one DML to the vessel Cap. Xxxxx X taken from the DMLs of the Ecuadorian fleet.
2) Approve the handling of cases with possible infractions as presented in section 7 of the Presider’s report, as well as to consider as settled and concluded the cases pending since the 64th meeting presented in item 8a of the report except for Mexico’s case, for which the corresponding update is pending. The U.S. cases were also closed as a result written necessary communication was delivered. The special case of Venezuela would also be closed when it is determined that there was no infraction after the investigations conducted by the Government.
Recommendations for the Meeting of the Parties. The Panel agreed on the following recommendations for the Meeting of the Parties:
a) Approve allocating 114 DMLs requested for 2023. One of these would be subject to confirmation by El Salvador regarding compliance with operational requirements.
b) Request the Secretariat to prepare an updated proposal to amend the procedures to maintain the list of qualified captains, including, among others, a definition of the period of validity of training courses captains must take to be included in this list. This proposal should be sent to the Parties for discussion and review between sessions for potential approval at the next IRP meeting.
c) Refer to the corresponding Party case 2022345 of a vessel with a DML that fished without a dol- phin-safety panel. Even though this case was going to be referred to the Party automatically, the IRP decided to expressly identify it, as it was a potential major infraction.
d) Endorse the recommendation of the Working Group on Tuna Tracking regarding the request to send the Parties a reminder about the importance of submitting TTFs to the Secretariat within the established deadlines.
