REDUCTIONS IN FORCE. A Reduction in force Force shall be defined as the reduction of, or the elimination of, or the failure to fill of a position in the bargaining unit. Prior to a reduction in staff, as indicated in the following Sections 1 through 7, attrition shall be employed as the initial means of reducing staff.
