Result 3. The impact of the introduction of new birds to existing breeding colonies is studied in captivity during the breeding season (low priority) Suitable institutions and research partners were identified to manipulate captive colonies (activity 3.1) in Syria and Morocco, but not in Turkey (67%). No research was carried out to investigate the impact of the introduction of new birds to existing breeding colonies (activity 3.2) in Morocco or Turkey. But Syria (33%) conducted such research and reported back that the birds in captivity tried to breed but did not manage to raise any chicks due to nest disturbance from a second male. Monitoring their behavior in the cage has resulted in a success of pairing after two years but no egg has hatched. In 2015 the pairing and excluding the pairs from disturbance has led to a successful breeding and a chick has recently hatched. Average implementation rate: 50%

Result 3. Promoting access of women to productive and financial resources of rural value chains . Global Goal 1: 140 MSMEs Rural Value Chains project where women make decisions about their income. Goal progress : Awareness activities managers and technical team that seek to promote equitable relationships in families are consolidated and manages to reduce the gap of inequalities. It has been established through diagnostics 18 agrichains component 1 in 84% of households indicated that both the husband and wife make decisions on a shared basis on the use of revenues , while 116 households ( 8% ) only the wife makes decisions and 105 households (7% ) only the husband makes the decisions on the use of revenues. In the Components 2 and 6 in this year training processes were carried out and monitoring activities will be made to the progress . Global Goal 2: 140 MSMEs Rural Value Chains project where women have access to land and water resources. Goal progress : With the chains of component 1 , it has started identifying women members who have resources such as land , water for productive work . In community diagnostics , data on type of land tenure as well as access to water are not disaggregated by sex, but by number of households. Global Goal 3: 140 MSMEs Rural Value Chains project provide funding to women members . Goal progress : The training and accompanying processes in the axis of gender , have begun to promote access to financial services for women. The project from component 1 has been making partnerships to ensure that the groups are trained in handling financial services and eventually to apply for loans to invest in their productive activities. It is expected that next year has the record of MSMEs that have accessed credit and the number of women who benefited .

Result 3. Information systems The project will develop and implement systems to provide appropriate information and tools to policy makers and analysts that facilitate the formulation of livestock-sector policies consistent with equitable and sustainable livestock production. Specific information needs of stakeholders in the policy process, and appropriate uptake pathways, will be identified and addressed. The initiative will develop an information network with national and regional centres; define data needs, formats and standards; and generate and collate regional data sets (e.g. biophysical, socio-economic, livestock, trade and marketing and policies). For spatially-explicit information GIS technology will be fully utilised. This information system, to be managed ultimately by IGAD, will build on and complement existing capacity and systems both within the IGAD Secretariat, e.g. IGAD’s Livestock Market Information System (LMIS) and Regional Integrated Information System (RIIS), and in the region, e.g. AU/IBAR’s Pan African Programme for the Control of Epizootics (PACE) Integrated Database (PID). New and existing decision support tools will be developed/adapted and used to conduct national ad regional analyses that combine data held within the information system in order to: 1) assess the effects of existing policies on poor livestock keepers; 2) model the impact of changing institutional and market environments on existing policy outcomes; 3) predict the impact of policy changes on different groups of beneficiaries; and 4) identify opportunities for intervention through adjustment of livestock-related policies and thus make appropriate recommendations. Methods will be developed that enable livestock sector policy analysis combining macro-, meso- and micro-level approaches and recurring analytical processes will be automated in order to make the analyses amenable to a wider range of national and regional policy analysts and decision makers. Capacities will be strengthened within IGAD, member states, NGOs, and the private sector to use analytical tools to undertake livestock-poverty-economic-environment analyses necessary for policy making and planning. Indicators will be identified to monitor policy change, and the impacts of policy and institutional change at a range of timescales. These indicators will enable base-line conditions to be established, medium- and long-term targets to be set and progress towards these targets to be monitored.
