Role of Seniority in Layoffs. (a) In the event of a layoff, employees shall be laid off in reverse order of their seniority, provided that those being retained have sufficient qualifications to perform the work required. (b) Subject to Clause 19.07, contractual employees within a classification within a department shall be laid off before any permanent employees within the classification within the department are laid off provided that the permanent employees retained have sufficient qualifications to perform the work required.

Role of Seniority in Layoffs. (a) No full-time employee within the bargaining unit shall be laid off by reason of his/her duties being assigned to one or more part-time employees.
(b) In the event of a layoff, employees shall be laid off in reverse order of their bargaining unit seniority. An employee about to be laid off may bump any employee with less seniority, provided that those being retained have sufficient qualifications (the right to bump shall also include the right to bump up), providing the employee exercising the right is qualifiable to perform the work requiredof the less senior employee.
