Standby Pay. (a) Where the Employer requires an employee to be available on standby during the off-duty hours, an employee shall be entitled to a standby pay equal to one hour for each eight (8) consecutive hours, or portion thereof, that he/she is on standby, except on his/her day of rest and designated paid holiday. For any period of standby on a day of rest or designated paid holiday, the employee shall be entitled to standby pay equal to three hours. In designating employees selecting unit members for standby, the Employer will endeavor to provide for the equitable distribution of standby duties.
26.03 No standby payments shall be granted if any employee is unable or unfit to report for duty when required.
26.04 An employee on standby who is required to report for work and who reports for work shall be paid in addition to standby pay, the greater of:department head or designee shall determine which unit members are qualified for the standby assignment. Every six (6) months, qualified unit members performing the work during regular work hours shall be provided the opportunity to be placed on the standby rotation list for the next six (6) months. Standby will be offered to unit members on the standby rotation list in the order of seniority. The most senior unit member, based on initial hire date into the most recent Civil Service classification, will be placed at the top of the standby rotation list. In the event employees have the same Civil Service hire date into the most recent classification, those employees will then be placed on the standby list based on their initial Civil Service hire date with the City. If a unit member on the standby rotation list refuses a standby rotation, the rotation will be offered to the next senior unit member on the standby rotation list. If all unit members on the standby rotation list refuse the standby rotation, the least senior and qualified unit member must accept the standby. During all hours when assigned to standby duty, a unit member shall
(a) keep the applicable overtime rate for supervisor informed of the time worked; or
City issued mobile number at which the unit member can be reached, and (b) be available to report within a reasonable time in the minimum event of four (4) hours a call-out. A unit member assigned standby duty who fails to comply with these two conditions shall not be paid standby pay during any such period of time. If there are alphabetical standby rotation lists in use at the straight time rateof the effective date of this Agreement, except that when they expire, all such lists shall operate on the basis of seniority as defined in this minimum shall apply only the first time that an employee is required to report for work during a period of standby of eight (8) hourssection.

Standby Pay. (a) Where Employees on a predetermined work schedule who are placed on standby duty beyond their regularly scheduled work day or work week shall be allowed within the Employer requires following thirty (30) days, subject to efficient operation, compensatory time off equal to one-half (½) of the time they were on such standby duty or shall be compensated for such time at one-half (½) times their straight-time hourly rate including shift dif- ferential and split shift differential. The standby personnel shall carry the pager at all times and shall have the radio and portable phone immediately available. Standby personnel when called out to respond to an emergency shall ensure that their radio and portable phone is turned on in order that they may be contacted by the plant personnel or duty supervisor if necessary.
C. Employer will post a standby duty roster monthly.
D. An employee on standby status shall be subject to call back duty as described in Article 23 (Call Back).
E. If the employee who is scheduled on standby status is unable to meet the requirements for the full standby period, it is his/her responsibility to find a replacement in advance of the scheduled period and notify the Public Works Director or designee in writing no less than seven (7) days prior to starting date of scheduled standby status.
F. Duration of standby shall be no more than one week at a time and divided equally amongst those qualified as determined by the Public Works Director or designee. Employees placed on Standby Status may be provided, at their request and with prior approval option, the take home use of the Employer, a county vehicle to time off from performing use for emergency call back situations while on standby. The employee will be paid for time spent driving their assigned county vehicle to respond to an emergency call back at a location other than their normal work site. Such paid travel time will be part of the minimum period of pay that may be due for a call back under the Agreement. The vehicle will be used for county business only. No personal use of the vehicle is authorized, i.e. stopping at grocery stores, restaurants, fitness centers, etc. The vehicle will not be used for commuting outside of Kitsap County. The employee must request a minimum of one day of relief from standby.
(iii) Plant Superintendents comply with the County’s Fleet Risk Management policy. The County will not be required to pay employees when commuting between their workplace and Assistant Operators are required as a condition of employment to have a telephone installed at home. The commute time between the employee’s home and therefore the Employer work will arrange to have telephones installed in the homes not be considered part of the Plant Superintendents and the Assistant Operators and the Employer shall pay for the monthly charges. The telephones services shall be long distance restricted and designated for the business purposes of the Employertheir normal work day.

Standby Pay. (a) Where the Employer requires an employee to be available on standby during the off-duty hoursSection 1 - The city may, an employee shall be entitled to at its discretion, institute a standby pay equal program in each applicable division when, in the sole judgment of management, essential operation situations require immediate response to cover frequent but unpredictable emergency situations involving bargaining unit employees.
Section 2 - Payment shall be based upon one (1) hour standby pay at the employee’s straight time hourly rate for each eight (8) consecutive hourshours of standby.
Section 3 - Employees on standby will make their cell phone numbers available to the employer so they can respond in a timely fashion to the service needs of their department. It is understood that employees on standby will remain within the range of the cell phone, or, if temporarily out of range, provide the city with a phone number where they can be reached.
Section 4 - The city shall prepare a list for each division of all classifications and qualified persons within those classifications where the standby coverage is needed. The city shall then determine the number of persons needed for the standby period, which will be determined by the city. Winter weekend standby periods may be cancelled due to favorable weather forecasts, but if cancelled, both Saturday and Sunday will be included in the cancellation. Cancellation will be made by 10:00 a.m. on Friday or portion thereofas so as possible thereafter, that hebut at least by noon. The initial list of covered divisions and classifications is as follows:
Section 5 - When a specific job classification is needed to perform a task, the appropriate employee on stand-by will be called.
Section 6 - Employees who desire to trade assigned weeks or days are responsible for notifying management in writing at least twenty-four (24) hours in advance of who will be covering his/she is her standby obligation.
Section 7 - If an emergency occurs when employees are working their regular shift, the emergency will be covered by holding over employees in accordance with the regular overtime assignment procedure rather than standby employees wherever possible.
Section 8 - Employees are required to report as quickly as possible when on standby, except on his/her day of rest and designated paid holiday. For any period of standby on a day of rest or designated paid holiday, the employee shall be entitled to standby pay equal to three hours.
(i) In lieu of standby pay specified in Article 26.01(a) and overtime pay specified in Articles 22 and 26 for regular plant checks, Superintendents, Operators and/or Assistant Operators shall be paid a daily allowance of within one (1) hour pay at their regular rate from the time of being called. Failure to respond to a phone call within one (1) hour, or failure to respond to a call to work as promptly as possible, shall result in a loss of standby pay for each that day (three hours straight time). (ii) Where operational requirements permitSection 9 - The employer will determine its standby needs. Employees who are interested shall sign a list so indicating. Employees who have signed the standby needs posting will be placed on the standby list in order of seniority, these prior to the assignment of employees who did not sign the posting. Standby assignments shall be entitled at their request and with prior approval of rotated among those employees who have signed the Employerlist. If an employee who has signed the list declines to work standby time when assigned, it will be counted as if the employee had worked the assigned standby time. The employer shall exercise reasonable efforts to time off from performing equitably distribute available standby hours among the employees who have signed up for standby. The If there are not adequate volunteers, the employer may assign standby beginning with the least senior qualified employee must request provided that no employee will be required to be on standby more than two (2) weeks in a minimum row without at least a two (2) week break. Assignment of one day of relief from standbyemployees to standby will be on a rotating basis. In the event an employee complains about unequal standby assignments, and the employer upholds the complaint, the employer will address the inequity by adjusting an employee’s standby time upward in the future.
(iii) Plant Superintendents and Assistant Operators are required as a condition of employment to have a telephone installed at home and therefore the Employer will arrange to have telephones installed in the homes of the Plant Superintendents and the Assistant Operators and the Employer shall pay for the monthly charges1. An employee in standby status must remain in close geographical proximity and must not consume alcohol or other substance, which could impair his ability to perform job duties. If the employee fails to respond as described above to a call-in while in standby status or fails to notify his supervisor or other designated individual that he is for any reason unable to carry out his standby responsibilities, he will forfeit the right to receive standby pay at their regular rate of pay for each on that day a plant check is performed, payable bi- weeklyand will be subject to disciplinary action.

26.02 An employee designated by letter or by list for standby duty shall be available and fit for duty during the period of standby at a known telephone number or location and be available to return for duty as quickly as possible if called. In designating employees for standby, the Employer will endeavor to provide for the equitable distribution of standby duties.
26.03 No standby payments shall be granted if any employee is unable or unfit to report for duty when required.
26.04 An employee on standby who is required to report for work and who reports for work shall be paid in addition to standby pay, the greater of:
(a) the applicable overtime rate for the time worked; or
(b) the minimum of four (4) hours pay at the straight time rate, except that this minimum shall apply only the first time that an employee is required to report for work during a period of standby of eight (8) hours.

Standby Pay. (a) Where When a department head or designee assigns a unit member to standby, the Employer requires an employee to be available on standby during the off-duty hours, an employee unit member shall be entitled to a standby pay equal paid an amount equivalent to one hour and seventy- five hundredths (1.75) hours straight time pay for each eight (8) consecutive hours, or portion thereof, that he/she is on standby, except on his/her day of rest and designated paid holiday. For any hour period of standby on a day of rest or designated paid holiday, the employee shall be entitled to standby pay equal to three hours.
(i) In lieu of standby pay specified in Article 26.01(a) and overtime pay specified in Articles 22 and 26 for regular plant checks, Superintendents, Operators and/or Assistant Operators shall be paid a daily allowance of one (1) hour pay at their regular rate of pay for each day a plant check is performed, payable bi- weekly.
(ii) Where operational requirements permit, these employees shall be entitled at their request and with prior approval of the Employer, to time off from performing standby. The employee must request a minimum of one day of relief from standby.
(iii) Plant Superintendents and Assistant Operators are required as a condition of employment to have a telephone installed at home and therefore the Employer will arrange to have telephones installed in the homes of the Plant Superintendents and the Assistant Operators and the Employer shall pay for the monthly charges. The telephones services shall be long distance restricted and designated for the business purposes of the Employer.

26.04 An employee on standby who is required to report for work and who reports for work shall be paid in addition to standby pay, the greater of:
department head or designee shall determine which unit members are qualified for the standby assignment. Every six (6) months, qualified unit members performing the work during regular work hours shall be provided the opportunity to be placed on the standby rotation list for the next six (6) months. Standby will be offered to unit members on the standby rotation list in the order of seniority. The most senior unit member will be placed at the top of the standby rotation list. If a unit member on the standby rotation list refuses a standby rotation, the rotation will be offered to the next senior unit member on the standby rotation list. If all unit members on the standby rotation list refuse the standby rotation, the least senior and qualified unit member must accept the standby. During all hours when assigned to standby duty, a unit member shall (a) keep the applicable overtime rate for supervisor informed of a telephone number, pager or mobile number at which the time worked; or
unit member can be reached, and (b) the minimum of four (4) hours pay at the straight time rate, except that this minimum shall apply only the first time that an employee is required be available to report for work within a reasonable time in the event of a call-out. A unit member assigned standby duty who fails to comply with these two conditions shall not be paid standby pay during a any such period of standby of eight (8) hourstime.

Standby Pay. (a) Where 22.1. At the Employer requires Employer's option, an employee to may be placed on "standby" status. This status requires the employee be available on standby a twenty-four (24) hour basis for emergency work at a Wastewater or Stormwater facility. The employee must be in a position to respond by telephone within fifteen (15) minutes to any summons at any time during the offtwenty-duty hours, an employee shall four hour period. Employees will be entitled to a compensated for being on standby pay equal to status at the rate of one hour for each eight (8) consecutive hours, or portion thereof, that he/she is on standby, except on his/her day of rest and designated paid holiday. For any period of standby on a day of rest or designated paid holiday, at the employee shall be entitled to standby pay equal to three hours.
(i) In lieu of standby pay specified in Article 26.01(a) and overtime pay specified in Articles 22 and 26 for regular plant checks, Superintendents, Operators and/or Assistant Operators shall be paid a daily allowance of one (1) hour pay at their regular employee’s base rate of pay for each day a plant check is performed, payable bi- weeklyscheduled on standby. An employee on stand-by must remain mentally and physically fit for duty while on stand-by and must be capable of physically responding to their regularly assigned work location within 60 minutes of being directed to do so.
(ii) Where operational requirements permit, these employees 22.2. Standby personnel shall be entitled issued a radio, a portable phone, and a pager capable of summoning his/her attention. The standby personnel shall carry the pager at all times and shall have the radio and portable phone immediately available. Standby personnel when called out to respond to an emergency shall ensure that their radio and portable phone is turned on in order that they may be contacted by the plant personnel or duty supervisor if necessary.
22.3. Employer will post a standby duty roster monthly.
22.4. An employee on standby status shall be subject to call back duty as described in Article 24.
22.5. If the employee who is scheduled on standby status is unable to meet the requirements for the full standby period, it is his/her responsibility to find a replacement in advance of the scheduled period and notify the Public Works Director or designee in writing no less than seven (7) days prior to starting date of scheduled standby status.
22.6. Duration of standby shall be no more than one week at a time and divided equally amongst those qualified as determined by the Public Works Director or designee. Employees placed on Standby Status may be provided, at their request and with prior approval option, the take home use of the Employer, a county vehicle to time off from performing use for emergency call back situations while on standby. The employee will be paid for time spent driving their assigned county vehicle to respond to an emergency call back at a location other than their normal work site. Such paid travel time will be part of the minimum period of pay that may be due for a call back under the Agreement. The vehicle will be used for county business only. No personal use of the vehicle is authorized, i.e. stopping at grocery stores, restaurants, fitness centers, etc. The vehicle will not be used for commuting outside of Kitsap County. The employee must request a minimum of one day of relief from standby.
(iii) Plant Superintendents comply with the County’s Fleet Risk Management policy. The County will not be required to pay employees when commuting between their workplace and Assistant Operators are required as a condition of employment to have a telephone installed at home. The commute time between the employee’s home and therefore the Employer work will arrange to have telephones installed in the homes not be considered part of the Plant Superintendents and the Assistant Operators and the Employer shall pay for the monthly charges. The telephones services shall be long distance restricted and designated for the business purposes of the Employertheir normal work day.
