Substitute Coverage. (A) Employees may prearrange a specific substitute teacher for his/her planned absence. A good-faith effort will be made to honor this prearrangement. (B) The District shall investigate options for increasing the number of available substitutes through: 1. use of emergency substitute certificates; 2. offering health insurance coverage to substitute teachers; 3. increasing professional development opportunities for substitutes; and 4. recruiting retired teachers through a more attractive compensation package. (C) Teachers at the elementary level shall set up their own personal plan for coverage of their classes when a substitute is unavailable. All plans will be subject to administrator’s approval. The leadership team at each school building shall develop a plan for exceptional circumstances not covered by individual teachers’ plans. Options include, but are not limited to, rotating classes, pulling specialists and LSTs, and using Para-Educators to supervise students. Plans shall prioritize use of volunteers first, and use of involuntary reassignments of staff or students second. (D) Teachers at the secondary level whose classes are not covered by a substitute will be covered by teachers on their planning periods. Covering teachers will first be recruited on a voluntary basis, and then assigned. Current substitutes will be utilized first. (E) Teachers shall be compensated at the rate of $20/hour when covering a class in lieu of planning time or covering another full class of students in addition to their own. Teachers shall be compensated at the rate of $10/hour when covering half or less of another class students in addition to their own. Compensation shall be rounded up to the nearest quarter hour. SECTION 1 - NON-STUDENT TEACHER WORK TIME (APPENDIX H) (A) Planning Time 1. Planning time shall be used for planning or other activities related to the employee’s contracted responsibilities. 2. Secondary teachers will have one class period per day designated as their planning period, during which they will have no teaching or supervisory duties. 3. Elementary teachers, including specialists, shall have sixty minutes per day planning time. Thirty of the sixty minutes shall be uninterrupted minutes prior to the start of the student day. Thirty of the sixty minutes shall be uninterrupted planning time during the student day. Accompanying students to and from another location cannot be part of any 30 minute planning block. Employees in each school in collaboration with the building principal will determine scheduling. Planning blocks may be less than thirty (30) minutes if agreed upon by the building principal and the affected employee(s). 4. In addition to their two regularly scheduled daily 30 minute planning blocks, Elementary teachers will receive an additional 60 minutes of planning time per week, to be scheduled in no more than two blocks of uninterrupted time, that are subject to the same terms as described in (1 & 3). 5. LSTs shall be permitted to schedule and participate in a meeting with their administrator to discuss concerns related to accessing planning time. The administrator will then create a plan that facilitates the LST in consistently utilizing his or her planning time. 6. LSTs may be permitted to schedule planning time in blocks that deviate from those addressed in subsections 2, 3, and 4 above. Such deviations will only occur if the LST and his or her administrator reach mutual agreement. The total number of minutes shall remain the same. The intent of this provision is to ensure that LSTs are able to utilize scheduled planning time on a consistent basis. 7. Specialists and other certificated staff who see a variety of student groups or classes, shall have a scheduled five (5) minute passing/set-up time between scheduled classes. In some instances the scheduled passing/set-up time may need to be slightly longer than five (5) minutes to accommodate the teacher moving self and/or equipment between multiple locations. 8. After 120 continuous minutes of student contact time, teachers shall have an opportunity for a five (5) minute relief break. 9. Changes in the student day that may result in changes in planning time will be referred to contract maintenance committee. Examples of changes may include block-scheduling, length of student day, etc.
