Summary of Issue. The contract for the Victim First Project which gives assistance to victims of crime has recently been re-tendered with the successful contractor being Catch 22, who are also the current contractors. As such it will be necessary to renew the internal lease agreement in respect of their occupation of room G-152, Admin 1 Block at Force HQ. Accordingly, terms have been provisionally agreed whereby it is proposed that Catch 22 enter into a three year lease commencing on the 1st April 2024 at an annual rent of £9,000 with an option for a further two years running consecutively, at the same rent, which would take their occupation up to the 31st March 2029. It has further been provisionally agreed that Victim First will move to an alternative police location, should a restructuring of the project be required by the PCC. The other terms of the agreement remain the same as in the current agreement.

Summary of Issue. As part of Brighton & Hove City Council joining the partnership in May 2017 an interim IAA was signed by all three partners. The plan was always to develop a full IAA to come into effect from April 2018. The Inter Authority Agreement forms the legal basis for the Orbis partnership. The terms of the IAA are now agreed and should be noted by the Joint Committee before being sealed by BHCC, ESCC and SCC.

Summary of Issue. The Amended and Restated Water Conservation Garden Operation Agreement (Attachment A) between the Water Conservation Authority, a Joint Powers Agency (the Authority) and Friends of the Water Conservation Garden, a nonprofit public benefit corporation (the Operator), provides the terms and conditions for use of the Water Conservation Garden. On behalf of the District, which is a member of the Joint Powers Authority that operates the Water Conservation Garden at Cuyamaca College, the Governing Board is asked to acknowledge and consent to the assignment of rights and obligations by the Authority to the Operator under the License Agreement between the District and the Water Conservation Garden.
Summary of Issue. The Cuyamaca College Student Services Building is a Proposition V funded project. To proceed with the design of the project, an architectural selection process was held to select the most qualified firm to be recommended to the Board. HMC Architects were determined to be the most qualified firm to meet the specific requirements of this project. A contract will be negotiated with HMC for full design and construction services for this project.
Summary of Issue. The current Master Joint Powers Agreement(JPA) with the State of Minnesota through the Department of Public Safety, Bureau of Criminal Apprehension for our City Prosecutor is expiring soon. This agreement is for the City on behalf of the City Prosecutor for their necessary access to the Criminal Justice Data Network (CJDN) so they can continue to provide prosecution services to the City of Brainerd. Alternatives, Options, Effects on Others/Comments: Recommended Action/Motion: Approve the attached Resolution authorizing the City Administrator and Mayor to sign and execute the Master JPA and Amendment for the City Prosecutor's access to the CJDN. ✔

Summary of Issue. Whether to amend policy as follows: (a) CivilPlan/Grey seek to remove “restrictions on the numbers of people to be accommodated through zoning and density mechanisms”. (b) AIAL/BARNZ seek to include reference to "reduced building heights" as a method to address effects. Auckland Council position: AC reserves position on scope (PC78 didn’t seek to amend any policies). With regard to (a), AC disagrees with proposed deletion. This aspect of policy remains key to intent of provisions. With regard to (b), AC disagrees with proposed addition. D24 overlay provisions do not include building height standards. Other parties’ positions: AIAL accepts deletion of reference to reduced building heights subject to broader relief sought on zoning and overlays. For completeness notes that it concurs with BARNZ’ reasoning. BARNZ reserves its position and notes that its agreement is contingent on underlying zoning. In agreement with Council that proposed deletion in relation to (a) is inappropriate, but not clause (b). Xxxxxx Xxx agrees with Council’s position in regard to (b). Xxxx Xxxxxx agrees with Council’s position in regard to (b).
