Technical Rating. D.5.1 The Technical Rating Scale is as follows: Numeric Rating Adjective Description 0 Unacceptable Fails to meet minimum requirements; e.g., no demonstrated capacity, major deficiencies which are not correctable; offeror did not address the factor.

Technical Rating. The following will be used for the Factor 1 Technical Capability evaluation.
Technical Rating. The following combined technical ratings include consideration of aspects of the offeror’s proposal that meet or do not meet the government’s minimum requirements. The following adjectival ratings/descriptions in Table 1 shall be used for the Technical Capability evaluation factors:
Technical Rating. The technical rating evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement. Each Technical subfactor identified above will receive one of the color ratings described in the DoD Source Selection Procedures excerpted below, which focuses on the strengths and deficiencies of the offeror's proposal. The color rating depicts how well the offeror’s proposal meets the Technical subfactor requirements. Subfactor ratings shall not be rolled up into an overall color rating for the Technical factor. In arriving at a best value decision, the Government reserves the right to give positive consideration for performance in excess of threshold requirements. Technical Ratings: Color Rating Adjectival Rating Description Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Green Acceptable Proposal indicates an adequate approach and understanding of the requirements. Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements. Red Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.

  • Evaluation Rating The final summative evaluation level that is assigned to a teacher based on the holistic review of all Evaluation Factors, observed during the Evaluation Cycle. The rating shall be “accomplished”, “skilled”, “developing”, or “ineffective”. The final rating shall not be weighted in such a way that one (1) domain or component of the evaluation system has a higher importance than another, except that any area marked N/A shall not negatively impact the evaluation rating.

Proficient practice is understood to be fully satisfactory.

  • BBB SCDHEC shall mean the South Carolina Department of Health and Environmental Control and its authorized representatives. CCC.
