The minimum requirement for the laboratory is the delivery of a SEDD Stage 2a deliverable and a .pdf document file of the laboratory’s final data report that includes supporting documentation such as chromatograms and instrument calibrations. The contract laboratory will upload the SEDD file directly into Formerly Used Defense Site Chemical (FUDSChem) Database, located at xxx.XXXXXxxx.xxx . All SEDD errors relating to laboratory input will be corrected by the contract laboratory. The Contractor shall electronically review the files to check project data quality requirements have been met using the Synectics Automated Data Review (ADR) software program which will accept SEDD files. The EDD stage needed for the project will be determined by the project team based on the phase of the project and any project decisions the data will need to support. The contractor must submit the approved Final version of the UFP-QAPP to Synectics and develop the project eQAPP for all of the methods / matrices to be analyzed for the project using the FUDSChem eQAPP tools. UFP-QAPP. The Contractor shall be required to develop a site-specific UFP-QAPP in accordance with the Uniform Federal Policy for UFP-QAPP, Evaluating, Assessing, and Documenting Environmental Data Collection and Use Programs (EPA-505-B-04-900A and DTIC ADA 427785). Please note that per task order, the Contractor may be requested to prepare a UFP-QAPP for all aspects of the work to be performed. Draft UFP-QAPPs will be reviewed and commented on by the Government. The Draft UFP-QAPPs shall be modified to address and incorporate the Government's comments and concerns, as appropriate. All UFP-QAPPs will be reviewed and accepted by the USACE PM/Design Team Leader or returned to the Contractor, with comments, for further revision prior to field mobilization. Acceptance of the Contractor's UFP- QAPP by the Government is required prior to any field mobilization. Acceptance is conditional and will be predicated on satisfactory performance during field activities. Deviations or proposed changes to the approved UFP- QAPP must be submitted to the USACE PM/Design Team Leader/COR for review, comment, and approval. If there are any differences between this PWS and the site-specific task order with regards to planning documents, the Contractor shall prepare the required documents called for in the site-specific task order. The Contractor may also be required to develop, staff for approval, and/or maintain an Explosives Site Plan (ESP) or an Explosives Safety Submission (ESS) (as applicable) in compliance with the U.S. Army Technical Center for Explosive Safety (USATCES) and Department of Defense Explosive Safety Board (DDESB). These documents will be prepared in accordance with current USACE, Army, and DoD regulations. An ESP or ESS must be on hand prior to (1) placing explosives on a project site, (2) performing intrusive MEC operations involving physical contact with MEC, or (3) performing any explosives-related operations. WPs involving Radiological or Mixed Waste shall be in compliance with the Multi-Agency Radiation and Site Survey and Investigation Manual (MARSSIM), NUREG 1757 – Consolidation NMSS Decommissioning Guidance.
