Union Grievance. Any difference arising directly between the Union and the Company involving the interpretation or alleged violation of this Agreement that: (a) Cannot be dealt with under Article 10.03 or 10.04 because of the inability or refusal of an employee or former employee to submit a grievance, or (b) Concerns employees working under different supervisors, may be submitted in writing at the third step by the Union and dealt with as a proper grievance.
