Voluntary Reassignment. In all instances regarding voluntary reassignment, the seniority provisions provided above will be followed and will be considered the primary basis for reassignment, except that the district may decide and present written rationale that such reassignment will be inconsistent with providing appropriate educational opportunities to all students.
