Xxxxxxxx of a Regular Category, Non-Probationary Employee. Furlough occurs when an organization must reduce costs as a result of downsizing, lack of funding, diminished work, or change in revenues. This may be due to closure of activities because of renovations, constructions, or a government shutdown due to lack of funding appropriation. Furloughed employees are placed in a non-duty, leave-without-pay status for the furlough period. Furloughs may be implemented on the basis of consecutive days, 30 calendar days or less, or on an intermittent basis, such as 1 or 2 days a week or in a pay period. An employee may be placed on an extended furlough, which is in excess of 30 calendar days, only when the DOD Component plans to recall the employee to his or her position within 1 year. A furlough may not exceed 1 year.
