Ready to proceed means a project that has been approved by Arkansas Natural Resources Commission.   • Notice to Proceed means notice issued by the OPWC pursuant to Section IV of this Agreement. "OPWC" means the Ohio Public Works Commission created pursuant to Revised Code Section 164.02.
