Site History definition

Site History. A history of the site including general dates of current or historic activities, previous owners and operators, types of activities, chemicals used at the site, any permits that may have been issued regarding the activities at the site, and the type of activity that is believed to have resulted in a release or potential release of hazardous materials. The history should identify the following: • The type of releases or spills, sources of release and contaminants of concern, including the approximate date and the estimated quantity of each release or spill; • The primary human or environmental resources of concern; and • A description of likely exposure pathways. Site Data: A summary of available site data, including: • An assessment of the leachable and total concentrations of constituents of concern in soil, soil gas, and groundwater, site hydrogeology including area lithology and associated site boring logs, graphics that plots sample results and other data, • A comparison of the site data (including background values) with available screening levels (including Cal/EPA’s California Human Health Screening Levels (CHHSLs), USEPA Region IX’s Preliminary Remediation Goals (PRGs), San Francisco Regional Board’s Environmental Screening Levels (ESLs) or other) for soil and groundwater, and identification of any data gaps or additional suspected exposure pathways. • Current Activity: The name of current business and or land use activity at the present location. A description of the current site operations/activities, current owners and operators, types of activity, chemicals being used at the site, any permits that may have been issued regarding the activities at the site, and the activity that is believed to have resulted in a release or potential release of hazardous materials. Provide information on the nature of the current site conditions including sources of contamination that constitutes the primary reasons for assessment or remediation of the site. Current Zoning/ Land Use: A description of the current zoning or land use designation for the site.

Site History. The Site and vicinity was tidal marshland until approximately 1910. Dikes were constructed around this time and the region was then used for pasture. A pig farm was located on a portion of the Site until the mid-1950s (Levixx-Xxxxxx, 0089). The Site was operated as a landfill for domestic waste from approximately 1948 until 1970 (Levixx-Xxxxxx, 0089). From 1948 to 1957, combustible waste was burned on site and the incinerator ash was placed in the southwestern portion of the Site (Levixx-Xxxxxx, 0089). Disposal of domestic waste ceased in 1970; construction fill was brought to the Site and grading was conducted at various times after 1970. In 1975, the owners of the Site requested approval from the RWQCB to terminate operation 2 360 [GEOMATRIX LOGO] and abandon the former refuse disposal area. In response, the RWQCB issued waste discharge requirements (Waste Discharge Requirements [WDR], Order No. 76-77). The landfill owners then performed post-closure activities, which included filling and grading of low-lying areas to prevent ponding of surface water (mid-1970s through 1984), constructing a clay cap to protect surface water and groundwater (1975 through 1980), constructing a leachate collection trench and gas monitoring system (1980), and sealing perimeter dikes (Woodxxxx-Xxxxx Xxxsultants, June 1988).
