AMP Objectives. An Adaptive Management Plan (AMP) is a tool that provides a structured and iterative process to support decision making when responding to uncertainty or unanticipated outcomes. SMC and the Councils have developed this Adaptive Management Plan as an implementation tool to meet the goals, objectives and requirements of the GNA Water Program (Appendix L) for East Boulder Mine. In order to remain proactive to water quality change, an adaptive management approach has been developed to detect, respond to, and mitigate groundwater and surface water quality change downgradient of the East Boulder Mine facilities as quickly as possible. The plan described herein accomplishes this through ongoing review of water quality data; and an established process to assess, respond to and mitigate water quality change. The primary objective of this AMP is to serve as a tool to respond to mine-related water quality change downgradient of the East Boulder Mine facilities, and to meet the requirements of the GNA water program (Appendix L). Additional objectives of the Water Resources AMP for the East Boulder Mine include: • Application of an adaptive management approach through the GNA processes to minimize current and future mine-related impacts to groundwater and surface water resources. • Provide a comprehensive water management, treatment, discharge, and monitoring assessment tool for water quality impacts from the East Boulder Mine within one framework that includes all sources of mine discharge, and accounts for cumulative effects to water resources from both point and non- point sources of mine influenced water. • Reflect current practice with the GNA water resources monitoring and reporting requirements. • Maintain the goals and objectives of the GNA with a framework that is proactive, precautionary, and responsive to water quality change in both groundwater and surface water in an effort to maintain baseline water quality conditions.
